Provision of Immigration Detention Services

The Department of Home Affairs (the Department) invites interested parties to submit REOI Responses in accordance with this Request for Expression of Interest (REOI) for the Provision of Immigration Detention Services, encompassing the provision of garrison, facilities management, security, transport and escort, welfare and engagement, and health and wellbeing services for the Australian Immigration Detention Network (IDN).
The Services are divided into two (2) Service Categories:
Service Category 1 relates to the provision of ‘Facilities and Detainee Services’. This includes the provision of a range of services to ensure the safety, security and welfare of Detainees held in an Immigration Detention Facility, including, but not limited to, the delivery of garrison services, facilities management services, security services, transport and escort services, detainee operations, welfare and engagement services, and business services for the IDN.
Service Category 2 relates to the provision of ‘Health and Wellbeing Services’. This includes the provision of a range of services and health care to Detainees held in an Immigration Detention Facility or managed through community-based detention (known as Residence Determination), including, but not limited to, the delivery of (or coordination of access to) comprehensive primary health care, health management and care plans, health screening and assessments, women’s and family health services, fit to travel assessments and medical escort services, dental services, allied health services, mental health care, alcohol and other drug services, infection prevention and control, wellbeing services and programs that have a direct link to physical and/or mental health, access to clinically recommended specialist services, pharmaceuticals and medication management services, health advice service, disability care, health management services, clinical governance, and business services for the IDN.
Respondents should note that this REOI is not a Request for Tender (RFT). The Department intends to run a multi-stage procurement process for the Services, comprising this REOI, followed by an RFT.
The detailed scope of Services and Service Categories that will be included in any RFT will be determined at the completion of the REOI process and will be provided to the Respondents (if any) evaluated through this REOI process and invited to participate in the RFT stage (if any).
Respondents are required to execute the Deed of Confidentiality, and return it to the Contact Officer, prior to being provided access to the REOI approach to market documentation suite.
There will be an Industry Briefing for this REOI process, to be held during the REOI response period. Attendance at the Industry Briefing is not compulsory. Any bona fide potential Respondent may attend the Industry Briefing if they have pre-registered their attendance with the Contact Officer.
The Respondent must either: (i) hold a Valid and Satisfactory Statement of Tax Record by the Closing Time; or (ii) hold a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and hold a Valid and Satisfactory Statement of Tax Record no later than four (4) business days from Closing Time.
The expected contract period for each Service Category will be confirmed in the RFT (if any) issued to the selected preferred Respondents.
