Café Services WA and VIC
The Commonwealth Scientific and Industrial Research Organisation (CSIRO), through this RFT, is seeking responses from suitably qualified and experienced Tenderers for the provision of Café Services. CSIRO is seeking to engage Licensees who are able to provide a range of café style food and beverage services (Services) at CSIRO sites at Kensington (WA), Floreat (WA) and Clayton (Vic). Tenderers may bid for one (1), two (2) or all sites.
Site Visit
5.10 Site Visits
5.10.1 A Site Visit is conducted for the purpose of providing background information only. Tenderers should note the effect of the disclaimers and limitations of liability set out in this RFT. Tenderers should not rely on any statement made at a Site Visit as amending or adding to this RFT unless that amendment or addition is confirmed by CSIRO in writing.
5.10.2 Attendance at the Site Visit is recommended, however, is NOT a mandatory requirement for this RFT. Copies of any presentations and responses to questions provided at the Site Visit will be provided to Tenderers following the completion of the Site Visit.
5.10.3 CSIRO may conduct security vetting of persons wishing to attend a Site Visit.
5.10.4 Kensington, WA
(a) A Site Visit will be held at 10:00AM (local WA time) on 12th September 2019 at CSIRO Kensington, 26 Dick Perry Avenue, Kensington WA 6155. (Tenderers are to note this change in Addendum 2)
Tenderers should indicate if they intend to attend the Site Visit by providing written details of the name, company and position of each person attending to the CSIRO Contact Officer by close of business on 9 September 2019. Attendees who have not notified the CSIRO Contact Officer by this time may be refused entry to the Site Visit.
(b) Tenderers registered for the Kensington, WA Site Visit should report to CSIRO reception at the date and time outlined in 5.10.4(a) and a CSIRO representative will provide escort through the facilities.
5.10.5 Floreat, WA
(a) A Site Visit will be held at 10:30 AM (local WA time) on 11 September 2019 at CSIRO Floreat, 147 Underwood Avenue, Kensington WA 6155. Tenderers should indicate if they intend to attend the Site Visit by providing written details of the name, company and position of each person attending to the CSIRO Contact Officer by close of business on 9 September 2019. Attendees who have not notified the CSIRO Contact Officer by this time may be refused entry to the Site Visit.
(b) Tenderers registered for the Floreat, WA Site Visit should report to CSIRO reception at the date and time outlined in Item 5.10.5(a) and a CSIRO representative will provide escort through the facilities.
5.10.6 Clayton, VIC
(a) A Site Visit will be held at 09:30 AM (local VIC time) on 12 September 2019 at CSIRO Clayton, 36 Gardiner Road, Clayton VIC 3168. Tenderers should indicate if they intend to attend the Site Visit by providing written details of the name, company and position of each person attending to the CSIRO Contact Officer by close of business on 10 September 2019. Attendees who have not notified the CSIRO Contact Officer by this time may be refused entry to the Site Visit.
(b) Tenderers registered for the Clayton, WA Site Visit should report to CSIRO reception at the date and time outlined in Item 5.10.6(a) and a CSIRO representative will provide escort through the facilities.
Conditions of Tender
5.1 Conditions for Participation
5.1.1 Subject to clause 5.7, Unintentional Errors of Form, CSIRO will exclude a Tenderer from further consideration and evaluation if CSIRO considers in its absolute discretion that the conditions for participation set out in this clause have not been met by the Tenderer. Notwithstanding anything else contained in this Tender, only requirements listed in this clause will be deemed conditions for participation.
(a) the Tenderer exists as a legal entity at the Tender Closing Time and Date
(b) at the time of lodgement of their Tender, Tenderers must not have been:
i. precluded from tendering for Australian Government funded work or
ii. subject to a judicial decision against them relating to employee entitlements (not including decisions under appeal, and have not paid the claim
(c) the Tenderer must comply with all Mandatory Requirements identified in Attachment A – SOR.
5.2 Minimum Content and Format Requirements
5.2.1 Subject to clause 5.7, Unintentional Errors of Form, CSIRO will exclude a Tenderer from further consideration if CSIRO considers in its absolute discretion that the Tenderer’s response does not meet the minimum content and format requirements listed in this clause. Notwithstanding anything else contained in this RFT, only requirements listed in this clause will be deemed minimum content and format requirements for the purposes of this Tender:
(a) The Tender must be lodged electronically via AusTender, the Australian Government Tendering System, in accordance with, clause 3.8.2, AusTender
(b) The Tenderer must complete and submit in their Response the:
i. Tenderer’s Deed
as set out in Attachment B – TRS
(c) Noting the requirement at clause 5.2.1((b)), Tenderers should substantially complete all remaining schedules of Attachment B - TRS
(d) The Tender, including all attachments and supporting material, must be written in English
(e) Alternative solutions will only be considered where the Tenderer also provides in its Tender a response that conforms to the specified requirements of this RFT.
