The ANAO is seeking the services of suitably qualified and accredited organisations for provision of services for the audit of the financial statements of:

1. Army and Air Force Canteen Service

2. Bundanon Trust

3. Wreck Bay Aboriginal Community Council

4. Commission for the Conservation of Antarctic Living Marine Resources

A detailed statement of the required services (Services) is contained in the Part 2 – Statement of Requirement of this RFT.

Tenderers are reminded of the requirements relating to auditor appointment, independence and rotation in Part 2M.4 of the Corporations Act 2001 (Cth) (Corporations Act), when the audit is of a Corporations Act body.

Tenderers will be assessed against the Conditions For Participation on a pass/fail basis. If a Tenderer fails to meet any of the Conditions For Participation, its Tender will be rejected and will not be further assessed against the Evaluation Criteria.

If a Tenderer makes an unintentional error of form, it may be able to rectify that error in accordance with clause 54.

Before preparing a Tender, a Tenderer should first ensure that it can meet the Conditions For Participation.

The ANAO:

1. Will not consider a Tender unless the Tenderer complies with the Conditions For Participation as at the Tender Closing Time;

2. Will not further consider a Tender if it ceases to comply with the Conditions For Participation at any subsequent time in the RFT process; and

3. Will not enter into a contract with a Tenderer unless that Tenderer complies with the Conditions For Participation as at that time.

Condition For Participation #1: Identity And Financial Situation Of Tenderer.

1. At the time of providing a Tender response and at all times during the Tender Evaluation Process the Tenderer must be a registered company auditor (as defined in the Corporations Act), and, must not be bankrupt or insolvent.

Condition For Participation #2: Security Clearance.

1. The Tenderer must ensure that the Specified Personnel nominated to undertake the requirements specified in the Statement of Requirement:

a. Can at a minimum, successfully undertake identity and police checks. The audit team is expected to be subject to the contracted firm’s usual employee suitability assessment processes, and

b. Where required, have or give an undertaking to gain, a security clearance.

2. For each of its specified personnel, the Tenderer must provide details of:

a. Their security clearance or;

b. An undertaking that the person is eligible and will acquire, the required level of security clearance before being authorised to perform any work in relation to the Statement of Requirement.
