The Australian Government Department of Infrastructure, Transport, Regional Development and Communications is seeking to engage aircraft operator(s) to provide air services to remote areas of the Channel Country (Region 3), Cape Barren Island (Region 4) and Cape York (Region 5) under the RASS Scheme for a period of two (2) years to commence on 1 December 2021 for Regions 3 and 4 and 1 February 2021 for Region 5, with a  further 12-month option period.

:

 The successful Tenderer(s) will:

  • be required to hold an Air Operator’s Certificate (AOC) issued by the Civil Aviation Safety Authority (CASA) authorising the Services;
  • demonstrate compliance with all CASA requirements as appropriate; and
  • demonstrate against the technical criteria that it can provide and sustain the Services tendered for.

1:The Tenderer either:

a) holds a Valid and Satisfactory Statement of Tax Record by the Closing Time; or

b) has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and holds a Valid and Satisfactory Statement of Tax Record no later than four (4) business days from the Closing Time.

2:The Tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its tender, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

3:The Tenderer must hold at the time of lodgement of its Tender Response an AOC with the required authorisations to conduct the Services in compliance with aviation safety requirements as determined by CASA.

1 December 2021 to 30 November 2023, with an additional 12 month option period for Region 3 and Region 4 and 1 February 2022 to 31 January 2024, with an additional 12 month option period for Region 5.
