Comcare seeks to establish a Standing Offer Arrangement to establish a non-exclusive panel of Contractors to provide the Services to undertake prevention management system audits on a national basis of organisations that hold or are applying for, a self-insurance licence under the Safety, Rehabilitation and Compensation Act.
The establishment of a panel of providers for the provision of prevention/WHS audit services, is to assist Comcare to monitor licensees on behalf of the Safety, Rehabilitation and Compensation Commission (Commission). The Commission’s framework for regulating licensees is the Licence Compliance and Performance Model (LCPM), which requires Licensee to undergo scheduled prevention management system audits during years 2 and 6 of their licence.
The Commission’s LCPM sets out the objective, principles and performance standards and measures guiding the Commission’s regulation of licensees. Licensees must comply with the conditions of licence and meet the Commission’s performance standards and measures including for prevention, rehabilitation and claims management systems.

The Standing Offer Arrangement will have an initial term of 3 years with two further options, each for a further 1 year, exercisable at the sole discretion of Comcare.
