*** PRE-RELEASE NOTICE ***

This AusTender notification has been issued to provide advance notice of an upcoming approach to market (ATM), which is proposed to be conducted via an open Request for Tender (RFT) scheduled for release by the Commonwealth of Australia as represented by the Department of Home Affairs (Department) in early 2020. RFT request documentation will be made available on AusTender.

The Department intends to invite suitably qualified organisations to tender to deliver innovative and flexible English language programs, incorporating numeracy and digital literacy learning, as part of a trial of new AMEP delivery methods.

The Department is seeking new ways of delivering English language tuition as part of the Adult Migrant English Program (AMEP). The trial will be complementary to the existing AMEP and is intended to focus on providing English language, numeracy and digital skills tuition in a way that works for AMEP clients and is tailored to their needs. Research has identified a number of people who would benefit from increased English learning flexibility, such as women, particularly those caring for young children, young people aged 15-25 and people who may not be accessing the current AMEP, or who are exiting early, and people who need more flexibility to continue with their English language tuition while pursuing employment opportunities.

Additional information on the AMEP is available on the Department’s website via the following link:

On 7 February 2020, the Hon Alan Tudge MP, acting Minister for Immigration, Citizenship, Migrant Services and Multicultural Affairs addressed the Menzies Research Centre in Melbourne.

Minister Tudge’s speech provides further information on improvements to English language capabilities and is available via the following link:

IMPORTANT: This planned procurement remains subject to revision, withdrawal or cancellation. Information about this planned procurement is provided for planning purposes only and it does not represent a solicitation or constitute a request for tender, nor is it a commitment by the Department to purchase the described services.
