Defence is seeking Industry to design, develop, manufacture and deliver an Immersive Tactical Trainer (ITT) for the Australian Army's Abrams M1A2 capability sought under Project LAND 907 Phase 2, while optimising Australian Industry participation and contribution to this capability.

As part of Defence’s future Heavy Armoured Capability System, LAND 907 Phase 2 is to provide an upgraded Abrams M1A2 Main Battle Tank (MBT) capability by replacing the extant Abrams M1A1 variant and delivering upgraded supporting systems including the Armoured Recovery Vehicle capability. LAND 907 Phase 2 will also provide the capability requirement to augment the current Abrams M1A1 MBT support system to support the Australian Army’s Abrams M1A2 MBT, encompassing facilities, Training, Integrated Logistics Support and Commercial Arrangements.

Within the scope of this support system augmentation are the following user requirements:
• Immersive Tactical Training, and
• Procedural Gunnery Training.
It is proposed that an ITT capability will provide a high fidelity simulation system to train Abrams M1A2 crews as a precursor to 'Live Fire' practical training and Immersive Tactical Collective Training from crew up to Army Training Level 6. This is to be achieved by integration into the Land Training Environment.

Two sub-sets of capability are being sourced:
a. Immersive Tactical Trainer - Fixed (ITT-F)
(i) 1 (one) Troop of 4 (four) ITT-F.
(ii) Each ITT-F simulates a single Abrams M1A2.
(iii) Each simulated Abrams M1A2 is to consist of the following crew positions: Commander, Gunner and Driver
(iv) The Loader position is considered to be important but not essential.
(v) Each ITT-F is to include an Instructor Station to provide control of the system.
(vi) The ITT-F are to be located within the Armoured Vehicle Simulation Site (AVSS) at the School Of Armour (SOArmd).
(vii) A total of 4 (four) ITT-F are to be procured under this tender.
b. Immersive Tactical Trainer - Containerised (ITT-C)
(i) 3 (three) Troops of 4 (four) ITT-C.
(ii) Each ITT-C simulates a single Abrams M1A2.
(iii) Each simulated Abrams M1A2 is to consist of the following crew positions: Commander, Gunner and Driver
(iv) The Loader position is considered to be important but not essential.
(v) Each ITT-C is to include an Instructor Station to provide control of the system.
(vi) Each ITT-C, including the instructor station is to fit inside a standard 20 foot ISO container and be transportable on ADF vehicles.
(vii) 1 (one) Troop is to be located within the AVSS at each of the 3 (three) Combat Brigade locations.
(viii) A total of 12 (twelve) ITT-Cs are to be procured under this tender.

The ITT capability being sought seeks to provide:
• an enhanced simulation capability that addresses Army’s requirement in areas where the Advanced Gunnery Training System has limitations against the Australian user requirement;
• the opportunity for commensurate or reduced acquisition costs for the training system;
• growth potential for the training capability and the ability to manage obsolescence issues into the future;
• the opportunity for increased Australian Industry Capability (AIC) content in the acquisition of the Heavy Armoured Combat System; and
• the opportunity for simulator integration into Defence’s Land Training Environment.

This Notice is being released in order to position Industry to be able to respond to the forthcoming Request For Tender (RFT).

The intended date for RFT release is Friday 12 Jun 20 with an expected closure date of 11 Sep 20.

Gate 2 for LAND 907 Phase 2 is currently scheduled for Sep 2021.

This acquisition will also include a linked ASDEFCON Support Short contract template.

Costed Option

The project office is to investigate the inclusion of a costed option to develop a proof of concept ITT capability for the extant Abrams M1A1 MBT prior to Gate 2. This is dependent on funding availability and the selection of a preferred tenderer.

Other instructions

The project sits within Armoured Vehicle Division:

No additional tender briefings are to be conducted prior to the RFT release.

:

As the ITT is to provide an immersive simulation capability for the Abrams M1A2 MBT to be procured under Foreign Military Sales, Third Party Transfer Requests are required to access relevant data.

Therefore accreditation under the International Traffic in Arms Regulations is a condition of participation.

:

Estimated date for delivery of ITT-Classroom: Q1 2024 and first troop set of ITT-Containerised: Q3 2024
