Deployable Emitter System #2
The Commonwealth of Australia, through the Australian Army’s Land Intelligence, Surveillance, Reconnaissance and Electronic Warfare (LISREW) Program, seeks the supply of a Deployable Emitter System (DES) under Army Minor Project AMP02437 - Dismounted Passive Radar. The DES will provide a known, controllable, and predictable source of radio frequency (RF) illumination to enable and enhance passive radar operations where suitable third party emitters are unavailable, degraded, or unreliable. This includes remote, austere, and sparsely populated operational environments where ambient RF emissions are insufficient to support passive detection and tracking. Tenderer's are invited to propose a commercial off the shelf (COTS) or military off the shelf (MOTS), high technology readiness level (TRL) solution that emulates the characteristics of modern digital broadcast transmitters and provides configurable transmission parameters suitable for passive radar exploitation. The DES will be delivered as a Field Demonstrator to support capability assessment, operational experimentation, and risk reduction activities. Outcomes from this activity will inform future Army capability decisions regarding the introduction of passive radar into service. The scope includes the supply of all equipment, documentation, training, and support necessary to enable safe deployment, operation, and evaluation of the DES in representative field conditions.

Clause 2.4 Preparation and Transmission of Classified Tenders; This procurement does not require the submission, handling, or transmission of classified information. Tenderers must not include classified material in their responses. Where sensitive but unclassified Defence information is accessed during contract performance, the Contractor must ensure such information is protected in accordance with Defence requirements and only accessed by appropriately authorised and cleared personnel.
Clause 2.5 Defence Security Requirements. As a condition of participation, it is preferred that Tenderers hold a minimum Defence Industry Security Program (DISP) membership at Level 0 (Entry Level) at the time of tender close.
Clause 3.2 Tenders are to include a PDF copy of the Tenderer’s Deed of Undertaking in the form of Annex A to the TDRL duly signed by the tenderer.
Clause 3.4 The Commonwealth WILL exclude a tender from further consideration if the Commonwealth considers that the tender does not comply with a requirement identified as Essential in the Statement of Requirement (SOR).
