The capability project, ESTD2063Ph1, has a requirement for the construction of a new facility, semi-attached to the existing Sensitive Compartmented Information Facility (SCIF) at the Australian Geospatial-Intelligence Organisation (AGO) in Bendigo.
This will provide the AGO and Defence with a flexible, multi-classification training, production and print campus to enable the expansion of the AGO’s mission and replace the leased facility located in Bendigo, Victoria.
The Services include design and related services in respect of the following Works:
- <li"> <p">
New Facility,
- <li"> <p">
Engineering Infrastructure,
- <li"> <p">
Access Road Upgrade; and <p">Car Park Upgrade. <p">These are required to meet the AGO capability systems and components in the following areas: <p">a) to replace the existing leased commercial property to enable partitioning of workspaces by classification level (leased property is limited to Unclassified work), to enable recruit training and production whilst clearances are obtained; <p">b) to upgrade print capability with the next generation print technology; <p">c) to enable redesign / reuse of current TOP SECRET workspaces by relocating SECRET and Unclassified workspaces to a new building; and
<p">d) to enable parenting activities with the Australian Defence Force, industry, regional counterparts and non-traditional partners.
Disclaimer and Confidentiality Agreement

Tenderers are required to download, complete, duly execute and return the Disclaimer and Confidentiality Agreement by email to the Contact Officer. The Contact Officer will then provide the Tender Documents following receipt of the signed Disclaimer and Confidentiality Agreement.

Industry Briefing
The Commonwealth proposes to conduct a virtual industry briefing at:
A time to be advised (likely 10am) on Thursday 19 November 2020
Tenderers that wish to attend the industry briefing should notify the Contact Officer no later than 12.00 midday (ACT local time) on Wednesday 18 November 2020 and advise that the Tenderer proposes to attend the industry briefing and the names of the representatives who will attend on its behalf, including email address contact details for those representatives.
Tenderers are limited to 3 attendees at the industry briefing.
Meeting invitations with details of how to attend to the industry briefing will be circulated to nominated attendees. It is anticipated that the industry briefing will be hosted via Microsoft Teams but an alternative platform may be used.
Further information regarding the industry briefing is provided in the Tender Documents. The Tender Documents will only be issued following receipt of the signed Disclaimer and Confidentiality Agreement.
Building Code 2016
The Building Code 2016 does not apply.
WHS Accreditation Scheme

PWC Act
The Works described in the Tender Documents are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth).

The Award Date is anticipated to be March 2021.
The Services are anticipated to commence in March 2021 with Completion of the Works currently programmed to be achieved in December 2024 and completion of the Services in the Delivery Phase currently programmed to end in December 2025.
