Defence Logistics Training Centre (DLTC)
The establishment of the DLTC will use a contracted external training organisation to undertake all training duties. The external provider as a training specialist would compliantly undertake all training duties and utilise Joint Logistics Command (JLC) logistics Subject Matter Experts, doctrine and policy to ensure joint logistics direction and content.
The establishment of the DLTC is to:
a. Provide a fit for purpose and ‘joint by design’ solution.
b. Meet the Lead the Way: Defence Transformation Strategy 2020 requirements for a joint and integrated workforce.
c. Develop a sustainable training process (JLC controlling resources).
d. Provide contractual flexibility to cater for future requirements.
e. Meet the Defence Logistics Enterprises growing appetite for joint and common logistics training to be provided by JLC.
Defence may be subject to the Department of Prime Minister and Cabinet Guidance on Caretaker conventions which, in effect, may impact on the award of any resulting contract during any reported caretaker period.
1. The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer is non-compliant with any of the Conditions for Participation specified in the Tender Details Schedule:
Clause 1.9 Statement of Tax Record;
Clause 1.10 Registration;
Clause 2.4 Preparation and Transmission of Classified Tenders; and
Clause 2.5 Defence Security Requirements.
2. The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tender does not comply with a requirement identified as essential in the Statement of Work (SOW).
