Standing Offer for the provision of High Security Bolt Seals and Tamper Indicative Strap Seals

The Lead Customer is proposing to establish a Standing Offer Arrangement to cover supply of high security bolt seals and tamper indicative strap seals. It is also desirable for the supplier to store and distribute the Seals to export registered establishments, although this factor is not a determining factor. The seals are required for the export and security of many commodities including meat and will allow us to meet legislative requirements and importing country requirements.
In addition to the tender documents, tenderers must submit samples of its products to the Department to evaluate as part of the Tender:
· two samples of bolt seals that meet the specifications set out in Part 3.2 of the CCS DoSO ATM Response Form.; and/or
· two samples of tamper-indicative seals that meet the specifications set out in Part 3.2 of the CCS DoSO ATM Response Form.
The samples must be accompanied by:
· Confirmation of the details of the tenderer providing the samples; and
· a Statutory Declaration of a representative of the tenderer confirming that the sample provided is the same as any seal that would be provided to the department in the event that the tenderer was selected as the successful tenderer.
The samples must not be provided to AusTender but instead, must be provided to the department prior to the Closing Time and Date to the following address:

If the samples are received by the department after the tender Closing Time and Date, the tender will be deemed to be a late tender and will be managed in accordance with the rules for late submissions detailed in the Commonwealth Procurement Rules.
The Customer will exclude a Response from further consideration if at any time before a Deed of Standing Offer is executed the Potential Supplier does not provide:
a) a Valid and Satisfactory Statement of Tax Record by the Closing Time, or a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time; and
b) two samples of bolt seals that meet the specifications set out in Part 3.1 of the CCS DoSO ATM Response Form; and/or
c) two samples of tamper-indicative strap seals that meet the specifications set out in Part 3.2 of the CCS DoSO ATM Response Form.
