This Procurement Plan seeks endorsement to approach the market through an open approach on AusTender for the provision of medicines, veterinary supplies and associated products required for the health and well-being of all breeding and operational dog stock within the Detector Dog Program.

Successful Tenderer(s) will be required to hold and maintain necessary permits or licences required for the dispensing of medicines pertinent for the treatment of dogs, including schedule 4 and schedule 8 drugs where applicable and must be registered with the applicable pharmaceutical authority in their State.

The successful Tenderer(s) must be able to offer an online ordering solution and be able to offer same day delivery for orders, provide special orders (as required) and have the ability to escalate delivery times for critical supplies.

Online Ordering System

Successful Tenderer(s) must be able to provide the Department with an online ordering system which is efficient and user friendly and compatible with standard web browsers including Internet Explorer.  Where an online ordering system is available, the successful Tenderer(s) will be required to implement, maintain and support the system during the Term of the Contract.

The successful Tenderer(s) must ensure that any computer or software used by the Department in relation to the Requirement, including the online ordering system, does not contain any Harmful Code designed to disable, damage, impair, erase, deactivate or electronically repossess a computer, software or any data used or held by the Department. Access restrictions in the form of user identification and passwords will be required.

 

Out of Scope Services

Unless under exceptional circumstances, the following services are out of scope of this RFT:

  • provision of dog food; and
  • provision of equipment such as leads, collars and other dog handling equipment.

 

Delivery Requirements

Delivery of the Requirement will be to the National Detector Dog Program Facility (NDDPF) in Bulla Victoria, however, delivery may be required to other locations across Australia.

 

Timeframes

The successful Tenderer(s) must be able to meet the following timeframes:

  • same day delivery for orders before 10:00am (Victoria time);
  • next day delivery for any orders after 10:00am (Victoria time);
  • special orders as advised; and
  • ability to escalate delivery time for critical supplies.

Therefore Tenderers must have the capacity to store, or arrange to store, the products for delivery as specified above.

 

Packaging, Handling and Storage

Medicines, veterinary supplies and associated products must be packaged, handled and stored appropriately in accordance with manufacturer’s instructions.

 

Transportation and shipping

The successful Tenderer(s) is required to transport and ship medicines and supplies in a suitable method which will ensure the safe delivery without breakage, damage, or expiration including:

  • temperature controlled boxes for chilled supplies; and
  • sufficient packaging or foam for breakables.

 

Meetings

During the Term of the Contract, Australian Border Force (ABF) representatives will meet with the successful Tenderer(s) as required, to review and discuss items such as performance, reports, invoicing, disputes, non-compliances and relevant industry and technology developments.

The successful Tenderer(s) will be responsible for keeping minutes of such meetings and distributing copies to attendees.

Each party will bear its own costs in respect of all meetings called and attending to the matters arising which require their action or attention.

Reports

Successful Tenderer(s) will be required to provide reports as requested over the Term of the Contract, including but not limited to the quantities and types of drugs dispensed, products acquired, usage rates and products ordered but not delivered.

 

Additional Services 

The Department / ABF may from time to time during the Term of the Contract, require the delivery of Additional Services that includes but is not limited to:

  • other related products;
  • professional advice on the storage, handling, packaging and transportation of the products;
  • consultation and advice on topics related to the Requirement, including medical treatments and dosage of medicines; and
  • provision of the Requirement to other sites or business groups within the Commonwealth, together with adapting or modifying the Requirement to meet that particular site or business group’s requirements. 

 

Performance Measures

The successful Tenderer(s) will be required to:

  • hold a sufficient supply of medicines and veterinary supplies ready to ship at short notice;
  • where applicable, provide products with the longest expiry dates;
  • keep backorders to a minimum;
  • deliver to locations within the timeframes specified as above;
  • adhere to appropriate shipping methods as described as above.
  • provide timely response to any enquiries the Department may have in relation to the Requirement;
  • attend meetings and provide reports when requested; and
  • comply with relevant legislative and policy requirements.

 

Compliance with Legislation, Policies, Codes or Guidelines

As applicable, the Requirement is to be provided in compliance with relevant legislation, regulations, codes and guidelines that includes, but is not limited to, the following:

  • Agricultural and Veterinary Chemicals (Control of Use) Act 1992;
  • Agricultural and Veterinary Chemicals (Control of Use) Regulations 2007;
  • Agriculture and Veterinary Chemicals (Victoria) Act 1994;
  • Drugs, Poisons and Controlled Substances Act 1981;
  • Drugs, Poisons and Controlled Substances Regulations 2006;
  • Workplace Gender Equality Act 2012;
  • illegal workers; and
  • ozone depleting and hazardous substances.
