Procurement of Clinical Advice and Support Services

The Department of Home Affairs (the Department) primarily through its Health Services Division (HSD) oversees immigration health policy, health-related issues and standards across the portfolio, including immigration and refugee health and detention health and wellbeing services. The HSD is also responsible for clinical governance and assurance functions for the purposes of monitoring, review and identifying risks and opportunities for improving the delivery of health related services and outcomes across the Home Affairs Portfolio, and administration of the Government’s health requirement for people seeking visas to travel to, or remain in, Australia either for temporary or permanent stay.
To support the completion of these roles and responsibilities, the Department engages and relies upon the advice of external and internal clinical advisors (Medical Officers of the Commonwealth, Registered Nurses and other clinicians). MOCs operate under the Department’s governance frameworks.
This Procurement will be for a Contractor who can provide access to personnel who are suitable for Clinical Advisors roles and suitable for delivery of clinical advice, assurance and support services under a Contract, that will include some or all of the below services:
a) Clinical Input into Policy and Program Development and Management;
b) Detention Health and Regional Processing Countries Health;
c) Migration Health;
d) Complex Case Issues;
e) Occupational and Environmental (Staff Health) and Wellbeing;
f) Clinical Guidance and Quality Assurance;
g) Data Analysis and Reporting;
h) Departmental Engagement Activity; and
i) other clinical services requested by the Department.
All Clinical Advisors engaged to deliver services under the proposed arrangements will be co-located in-person with the relevant Departmental team (in Canberra and/or Parramatta or Immigration Detention Facility) and work collaboratively on a day-to-day basis with Departmental staff.
The Department invites responses to this RFT by first acknowledging and signing the Deed of Confidentiality and emailing this deed to the Contact Officer.
Tenderers that wish to access Attachment A (Statement of Requirement) and potentially additional material will be required to:
(a) execute a Deed of Confidentiality prior to being in the form set out in Attachment G - see Terms and Conditions clause 9; and
(b) return, by email Attachment G to the Contact Officer prior to being provided with a copy of Attachment A and any another documentation, by email from the Contact Officer.
Tenderers are required to treat Attachment A and that any additional material provided as Confidential Information under the Deed of Confidentiality.
Conditions for Participation:
Tenderers must be excluded from consideration if they fail to meet any one of the following Conditions for Participation:
a) the Tenderer must, as at the Closing Time, either:
i) hold all necessary Valid and Satisfactory Statement of Tax Records (see https://www.ato.gov.au/business/bus/statement-of-tax-record/ for further information); or
ii) have a receipt demonstrating that all Statements of Tax Record have been requested from the Australian Taxation Office (ATO) by the Closing Time, and hold all necessary Valid and Satisfactory Statements of Tax Record no later than 4 Business Days from the Closing Time; and
b) the Tenderer must, as at the Closing Time, hold a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods and/or services with an estimated value of over $4 million (GST inclusive).
Minimum Content and Format Requirements:
Tenders must be excluded from consideration if they fail to meet any one of the following Minimum Content and Format Requirements below:
a) the Tenderer must include a completed and properly executed copy of the Deed of Undertaking and Statutory Declaration substantially in the form set out in Attachment B in its Tender.
b) The Tenderer must include in its Tender either
i) all necessary Valid and Satisfactory Statements of Tax Records for the Tenderer; or
ii) a receipt demonstrating that all Statements of Tax Record have been requested from the ATO for the Tenderer and the Tenderer then provides all necessary Valid and Satisfactory Statements of Tax Record within 4 Business Days from the Closing Time (and the Tenderer should submit the Valid and Satisfactory Statements of Tax Record by email to the Contact Officer).
c) the Tenderer must meet the following requirements:
i) Tenders must include a Pricing Schedule substantially in the form of Section 2 of Attachment C;
ii) all language, including in all attachments and supporting information, must be written in English;
iii) unless otherwise specified in the Statement of Requirement, all measurements must be expressed in Australian legal units of measurement; and
iv) all prices must be in Australian currency.
Service delivery commencement is expected to commence 1 July 2023.
