Australia Philippines Justice Cooperation Program

DFAT will deliver the Australia Philippines Justice Cooperation Program to support the Philippines Supreme Court en banc approved Strategic Plan for Judicial Innovations (the Plan).
The Plan’s three major outcomes:
1. efficiency (through effective monitoring and evaluation of the performance of justices, judges, and court officials and personnel);
2. innovation (through the creation of an Information and Communications Technology Infrastructure for the Judiciary), and
3. access (through inclusivity, transparency, and accountability in court systems and procedure).
The proposed APJCP has three end of program outcomes (EOPO) to align with the Plan’s outcomes:
1. EOPO1: Efficiency: Enhanced capacity of judges and court personnel to administer fair and timely justice.
2. EOPO2: Innovation: Key reforms and measure advance effectiveness, transparency and accountability in the justice system.
3. EOPO3: Access: Legal and judicial processes and services promote and achieve greater accessibility and inclusivity.
Three key approaches underpin the outcomes:
1. The use of technology, an outstanding feature of Australian courts, and which directly responds to the request of the Chief Justice and supports the overall reform strategy.
2. Deepening Australia-Philippines law and justice cooperation, which promotes Australia as a reliable and trusted partner in the region.
3. GEDSI mainstreaming as integral to both Australia’s development programming and the Supreme Court’s Strategic Plan.
