The Commonwealth of Australia, represented by the Department of Foreign Affairs and Trade (‘Department’), invites Tenders for the provision of the Procurement, Administrative and Logistics Management Support Services (PALMSS) Facility, in accordance with this Request for Tender (RFT).


PALMSS is the proposed successor of the Recruitment, Administrative and Management Support Services (RAMSS) facility, which supports the Post in sourcing, and administrative and logistical management of short and long-term advisers. RAMSS is ending on February 2020.

PALMSS will provide an expanded range of services from the original scope of RAMSS, which is limited to engagement of individual advisers providing services directly to the Embassy. The proposed two main additional features include procurement and management of firms or organisations, in addition to individual advisers, and non-advisory services (such as logistical support) and expertise (such as an audit function) on behalf of the Embassy. PALMSS will also be able to provide assistance, support and advice to ongoing programs.

DFAT has a requirement for the implementation of PALMSS scheduled to commence in February 2020 and conclude January 2022. The program will also have the options to extend the contract in 2+1 year periods (totalling up to a further 3 years). Each extension option will be exercised at sole discretion of DFAT.

The Tenderer must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth);

The Tenderer must not be listed on the World Bank List or any similar List maintained by a development donor or is the subject of an informal investigation or temporary suspension which could lead the Tenderer becoming so listed;

The Tenderer must not be subject to an adverse Court or Tribunal decision (not including decisions under appeal) for a breach of any workplace relations law, work health and safety law, or workers’ compensation law, or if the Tenderer is subject, that the Tenderer has fully complied, or is fully complying with the Court or Tribunal order; and

The Tenderer agrees to contract as a single legal entity.
