A Supplier is required to provide enhanced public telephone services and public Wi-Fi Internet services in remote Indigenous communities in Australia through the upgrade of existing facilities or the provision of new facilities; as well as the ongoing monitoring and maintenance of those facilities. The services to provide include;

a) Public voice services and public Wi-Fi internet services in 301 remote Indigenous communities (Wi-Fi Telephone Facilities) and public Wi-Fi Internet services in 24 additional remote communities (Wi-Fi Hub Facilities);

b) Monitoring, maintenance and support services for:

i. Wi-Fi Telephone Facilities in 301 remote Indigenous communities and Wi-Fi Hub Facilities in 24 additional remote Indigenous communities; and

ii.Up to 233 existing freestanding and wall mounted ordinary telephones (Community Telephones).

The services must ensure continued access to telecommunications services in remote Indigenous communities, ensuring these services remain operational and accessible 24 hours a day.

The telephones and Wi-Fi facilities are located in remote Indigenous communities in Western Australia, the Northern Territory, Queensland and South Australia.

1) The Tenderer exists as a legal entity at the Closing Time (see paragraph 7.3 of the Request for Tender).

2) The Tenderer must not have had an adverse Court or Tribunal decision, not including decisions under appeal, for a breach of workplace relations law, work health and safety law, or workers compensation law and the Tenderer has not fully complied or is not fully complying with the order.

3) The Agency will exclude a response from further consideration if the Tenderer does not meet the following conditions for participation:

(a) the Tenderer either:

i. holds a Valid and Satisfactory Statement of Tax Record by the closing time; or

ii. has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the closing time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the closing time; and

(b) the tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

Note to tenderers: Tenderers should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation.

4) The tenderer must hold a valid carrier license or be covered by a nominated carrier declaration if it intends to undertake any activities for which a carrier license is required under the Telecommunications Act 1997 (Cth). 

5) The tenderer must include an Indigenous Participation Plan and a signed declaration of ‘Compliance with Indigenous Procurement Policy’

(a) In evaluating Tenders, the Customer will take into consideration:

i. the Tenderer’s past performance and/or demonstrated commitment in relation to increasing Indigenous participation, including, where relevant, by having regard to the Tenderer's past compliance with any mandatory minimum requirements; and

ii. the extent to which the Tenderer's proposed Indigenous Participation Plan will meet the mandatory minimum requirements.

Note to Tenderers: A Tenderer that has no past experience with any mandatory minimum requirements will not be disadvantaged by this alone. Its response will be assessed on other actions it has taken in the past to increase Indigenous participation and on its proposed Indigenous Participation Plan.

The initial term (Initial Term) of the Contract with the successful Tenderer is expected to commence in July 2022 and expire 30 June 2025.

There are options to extend the initial term of the Contract for a further 2 periods of up to 12 months, to a total which does not exceed 24 months
