The Commonwealth intends to continue with a three stage procurement process as follows: [STAGE 1] Invitation to Register (ITR) - issued on 28 June 2019 and closed on 16 August 2019. [STAGE 2] Request for proposal (RFP) - late October / early November 2019. [STAGE 3] Request for Tender (RFT) - 2nd / 3rd Quarter 2020. Subject to the outcome of the RFP and any subsequent procurement process, the Commonwealth intends to tender into a single contract with an entity acting as the Integrated Managing Contractor (IMC) for all of the FSC Services.

*** PRE-RELEASE NOTICE ****

This Notice is intended to notify industry of the upcoming release of a Request for Proposal(RFP); the estimated RFP publish date in late October / early November 2019. Request documentation will be made available on AusTender when the RFP is released.

The Commonwealth wishes to transform the DFSC through the FSC and provide an end-to-end solution. Currently, the delivery of fuel throughout the DFSC, and the operations, maintenance and management of Defence Fuel Installations (DFIs), is varied with different roles and responsibilities for the Australian Defence Force (ADF), the Australian Public Service (APS) and contractors.

The objective of the FSC is to combine:

a. DFI maintenance, operations and asset management; and
b. inventory management and fuel supply (including bulk fuel supply) services,

(collectively the "FSC Services") into a separate and DFSC-focused contract under the management of Commander Joint Logistics (CJLOG) as Head of the DFSC (HDFSC).

Underlining the development of the FSC is a desire to increase industry collaboration along the length of the supply chain, where appropriate to do so.

Industry Briefing:

The Commonwealth intends to hold an industry briefing on the RFP on 1 November 2019 in Canberra. The location and timing of this briefing will be confirmed in the RFP Conditions of Proposal (COP) or by further notification via AusTender.

Deed of Disclaimer and Confidentiality:

Enclosure 1 contains the Deed of Disclaimer and Confidentiality (the Deed) for signature by respondents. The confidential information to which the Deed applies is specified in clause 2.1 of the Deed itself.

Respondents must provide a deed which is validly executed and in substantially the same form as Enclosure 1. The Commonwealth may request supporting documentation in order to confirm valid execution.

Once a signed copy of the Deed is submitted by email to fsb.tenders@defence.gov.au, and the RFP has been released, the relevant respondent will be provided with access instructions and passcode for the confidential information via a secure virtual data room through AusTender.
