The Northern Endeavour Branch (NEB) was established in March 2020 to investigate and progress a long-term handling strategy for the Northern Endeavour FPSO and associated Laminaria-Corallina field facilities and infrastructure due to disclaiming of certain property by Timor Sea Oil and Gas Australia Pty Ltd (TSOGA).

The FPSO is permanently moored in 380m of water in the Timor Sea, approximately 550km WNW from Darwin, Australia and 250km ESE from Kupang, West Timor. The FPSO is located in Block AC/L5 within the Australian Commonwealth’s Territory of the Ashmore and Cartier Islands. 

The field is located in a water depth range between 356m at Laminaria to 410m at Corallina. This requires the use of driverless tie-in and intervention techniques for maintenance, inspection and field development. 

In non-production mode, the now redundant production system comprises a network of subsea wells tied back to the permanently moored vessel unit through a system of subsea manifolds, flowlines, umbilicals, and dynamic risers. Produced oil was stored onboard the vessel and unloaded via offtake tankers using a tandem mooring system. 

The FPSO is shut in with no further production being undertaken. The Facility is depressurised, and all wells are shut in with Subsurface Safety Valves closed.

The NEB has identified an ongoing need for two technical advisers to provide reliable and timely information on Phase 2 (plugging and abandonment) and Phase 3 (removal of subsea infrastructure) activities. The NEB requires highly specialised technical and operational advice to enable timely decision making to effectively support the planning, management, and execution of the Program. 

The specialist advisers will support the NEB through the provision of duties that include (as required): 

o lead or support, technical assurance activities as part of Northern Endeavour Decommissioning Program (NEDCOM Program)

o coordinating Subject Matter Experts 

o providing advice to, and supporting the Northern Endeavour Branch, reporting to the Project Manager Phase 2/3

o engaging with relevant contractors and other key project work stream leaders to provide technical verification and assurance of planned activities and broader project execution 

o providing strategic technical and industry practice guidance, support, and advice to the NEB on complex technical and industry issues as required

o where requested, support or directly participate in Commonwealth interaction with external industry bodies

o where requested, review technical viewpoints expressed by industry and relevant third parties and provide advice to NEB to inform timely decision making  

o where requested by the commercial team provide specialised technical input to support the development or evaluation of contract variations for Phase 1

o provide specialised technical input to support the development or evaluation of detailed tender requirements for Phases 2 and 3 

o where requested, provide input to NEDCOM risk registers and risk processes

1. The Tenderer and any subcontractors proposed in its tender must not be insolvent, bankrupt, in liquidation, or under administration or receivership as at the Closing Time.

Please note, this Condition for Participation will be satisfied when the Department has evaluated the Tenderer’s submitted response to Attachment 11 of Schedule 2 – Tenderer Deliverables.  

2. The Tenderer and any subcontractors proposed in the submitted tender must not be named as non-compliant with the Workplace Gender Equality Act 2012 (Cth) by the Workplace Gender Equality Agency as at the Closing Time.
