ANSTO’s Lucas Heights campus is a 100-hectare site with over 80 buildings including science and research infrastructure and offices. The Effluent Plant receives, stores and treats radioactive (B-line) and non-radioactive (C-line) effluent produced on the site. This segregation minimises the volume of water containing radioactivity which requires treatment. The C-line enters the holding tank (HT) 1-6 on rotation, and the B-line enters the Mixing Tank (MT) 2-5 on rotation. 

The Principal has determined that as hardware and software associated with the Effluent Plant Control System reach the end of design life, there is increased risk associated with plant reliability and availability. This is due, in part, to difficulty in purchasing spare parts, a higher chance of equipment failure, long lead times during breakdowns, reduced or no Original Equipment Manufacturer (OEM) support for parts and software, discontinued support for computer operating system, and cyber security risks. Furthermore, due to the age of the system, the current electrical installation is no longer compliant with current relevant codes and is an electrocution hazard.

The Effluent Plant Controls Upgrade Project will upgrade, design, supply, fit-out, test, install and commission new controls hardware and software whilst replicating the existing functionality and operator interface graphical design. The Effluent Plant Control System includes a single PLC with remote inputs and outputs (I/O) panels (named Festo Panels (FP)) and a single SCADA server with two display clients. The current control cabinet is supplied power from a motor control cabinet which will also require replacement with equivalent modern devices.
