Australia has a long-standing partnership on social protection system reform with the Government of Indonesia, through the Office of the Vice President.

This proposed investment will be the successor program to MAHKOTA (Towards a Strong and Prosperous Indonesian Society; $87.8 million, 2015 -2023). MAHKOTA’s goal is ‘A comprehensive and equitable social protection system for the whole of Indonesia’. In this context, ‘system’ refers to the policies, programs and institutions that guide and implement Indonesia’s social protection programs.  MAHKOTA supports the TNP2K (National Team for the Acceleration of Poverty Reduction) in the Office of the Vice President – a team of technical specialists providing evidence-based policy advice – and also supports a number of Ministries in key policy reform areas.  The high-level Indonesian and international expertise provided through MAHKOTA supports the GoI to attempt complex policy reforms and trial new initiatives.

MAHKOTA has three End-of-Program-Outcomes (EOPOs):

(EOPO 1) Effective coverage of inclusive social protection and productive inclusion

(EOPO 2) Improved access to inclusive social protection

(EOPO 3) Contributions to macro-economic policy related to inequality and social protection.

A key feature of the current project is the support to TNP2K (The National Team for the Acceleration of Poverty Reduction / Tim Nasional Percepatan Penanggulangan Kemiskinan). TNP2K remains a highly effective local institution and is one of the few effective mechanisms to drive coordination and reform across the Indonesian government.  Our support is an influential voice on social protection, poverty reduction and inclusive economic growth policy.

MAHKOTA will finish in February 2023.   The current design is still valid. The initial term of the new agreement will be three years to 2026.

DFAT intends to enter into a contract with one legal entity to provide the full services. Organisations with an interest in providing services (either in full or part) will identify as either a Lead Organisation or as a potential Teaming Organisation, as described below:

A. Lead Organisations: Organisations competing to enter into a contract with DFAT as the Contractor to provide the requested services by themselves or supported by other organisations;

B. Teaming Organisations: Oranisations/Individuals interestered to provide one or more components of the required services but not  the full range of services.

Organisations are not limited in the number of expressions of interest they can appear in as a Teaming Organisation, however they can only appear in one as a Lead Organisation. Lead Organisations that are shortlisted will have their names published on the DFAT Aid Procurement Pipeline webpage. Teaming Organisations’ responses will be shared with the shortlisted organisations for them to follow up as they wish. Note, if you have teamed with an organisation that is submitting an Expression of Interest you do not need to complete Attachment 2 unless you wish your details to be shared with all shortlisted organisations.
