The construction of the Legislative Assembly Offices is the second phase of the Samoa Parliament Complex Redevelopment Project which included the construction of the Samoa Parliament House (Maota Fono).
A failure to respond to this Request for Expressions of Interest (“REOI”) will result in a potential Respondent not being invited to participate in the subsequent Request for Tenders (“RFT”) Step-2 of the Project.
DFAT will exclude an EOI from further consideration if the Respondent does not meet any one or more of the following conditions for participation:
• EOIs which are incomplete (all EOI Response Forms under REOI, Schedule 2 must be completed);
• EOIs or Respondents which breach or fail to comply with any other provision of the REOI making their EOIs non-responsive in accordance with the requirements of this REOI; and
• the EOI must be written in English (see REOI, paragraph 8.1.1 for further details).
The successful Respondent from the subsequent RFT process is expected to commence construction in mid-2022 and complete construction works approximately 19 months after commencement. There will also be a defects liability period of twelve (12) months commencing upon completion of construction.
