ATM ID AIHW/NMHSPF was cancelled on 6/3/2023 for administrative reasons. It was replaced with this ATM, also on 6/3/2023.  The closing period for this new ATM is 31/3/23. The Request for Tender document ((NMHSPF and PST Request for tender 2023-26.docx) was replaced on 10/3/2023 to correct the closing date to 5:00pm 31 March 2023.  All other terms and conditions from ATM ID AIHW/NMHSPF are unchanged.

The delivery of the support services for the National Mental Health Service Planning Framework (NMHSPF) and National Mental Health Service Planning Framework Planning Support Tool (NMHSPF-PST). The development of the NMHSPF began in 2011 and has been funded in partnership with the Australian Government Department of Health and Aged Care ("the Department") and jurisdictional health departments.

As outlined in the National Mental Health and Suicide Prevention Agreement, stakeholders are invested in continuing to enhance and maintain the NMHSPF to guide mental health service planning and resource allocation at the federal, jurisdictional and local (i.e. local health network and primary health network) levels in Australia.

 

The National Mental Health Service Planning Framework (NMHSPF) is a comprehensive model designed to help plan, coordinate, and resource mental health services to meet population demands. It is an evidence-based framework providing national average benchmarks for optimal service delivery across the full spectrum of mental health service in Australia.

The associated NMHSPF-Planning Support Tool (NMHSPF-PST) is an interactive data visualisation tool which allows users to estimate need and expected demand for mental health care and the level and mix of mental health services required for a given population. This procurement process is to manage the NMHSPF-PST training and licencing requirements, provide support and expert advice to users of the NMHSPF-PST and support the AIHW to maintain the NMHSPF and PST.

A1     Invitation

A1.1    Applicants are invited to submit a proposal that meets the requirements of this Call for Tender.

 

A1.2    Please read all parts of this document carefully. Any proposals that are not submitted according to the requirements outlined in this document may be excluded from consideration.

 

A1.3    This document is expressly not a contract between the Australian Institute of Health and Welfare ("the Institute") and the applicant. Nothing in this document is to be construed as to give rise to any contractual obligations, express or implied.

 

A1.4    The Institute reserves the right to stop or vary the Call for Tender process at any time.

 

A1.5    The Institute reserves the right to negotiate with any applicant.

 

A2     Enquiries by applicants

A2.1    All enquiries by potential applicants should be addressed only to the nominated contact officer named on the cover page of this Call for Tender document.

 

A2.2    Applicants may seek clarification of the meaning of this document from the nominated contact officer. The Institute may respond to requests for clarification either orally or in writing.

 

A2.3    Where, in the opinion of the Institute, further information provided to one potential applicant should be provided to all potential applicants, such information will be given the same distribution as the original Call for Tender document.

 

A3     Lodgement of proposals

A3.1    Proposals must be lodged in the manner, and by the Closing Time, shown on the cover page of this Call for Tender document. 

 

A3.2    Proposals arriving after the Closing Time shall only be admitted for consideration at the discretion of the Institute and only in exceptional circumstances (for example, where the late lodgement was for reasons beyond the applicant's control). The Institute’s decision to consider a late proposal or to exclude it from consideration is final. No correspondence will be entered into in relation to the Institute's decision to accept or reject a late proposal.

 

A4     Ownership of proposal documents

A4.1    All proposal documents will become the property of the Institute on lodgement.

 

A4.2    Intellectual property rights in the proposal do not pass to the Institute with the property in the proposal itself. However, the Institute is licensed to use and copy any proposal document to the extent necessary to conduct an efficient selection process.

 

A5     Proposal validity period

A5.1    Offers shall remain open for acceptance for 90 days from the Closing Time specified on the cover page of this Call for Tender document.

 

A5.2    The Institute may request an extension of the Tender Offer Period from the tenderer.

 

A5.3    An offer made by the Institute will need to be accepted within 30 days of the date of the offer.

 

A6     Applicants to meet costs

A6.1    Applicants are to meet all costs of responding to this Call for Tender, including preparation, submission, postage, courier, lodgement and negotiation costs.

 

A7     Applicants to inform themselves

A7.1    For the purpose of preparing a proposal, applicants are considered to have:

 

·           examined the Call for Tender document and any documents referred to in this document and any other information made available in writing by the Institute to applicants;

 

·           made all investigations, interpretations and conclusions in relation to the Institute requirement as necessary or desirable; and

 

·           satisfied themselves as to the correctness and sufficiency of their proposal.

 

A8     Disclosure of information

A8.1    The Freedom of Information Act 1982 gives to members of the public rights of access to official documents of the Commonwealth Government and its agencies. The FOI Act extends as far as practicable the right of the Australian community to access information (generally documents) in the possession of the Commonwealth Government, limited only by exceptions and exemptions necessary for the protection of essential public interests and of the private and business affairs of persons in respect of whom information is collected and held by departments and public authorities.

 

A8.2    Notwithstanding anything in this Call for Tender, the Institute reserves the right, in its absolute discretion and without any liability to any applicant, to disclose, and/or to allow the disclosure of, at any time, any information contained in or relating to any Call for Tender to any Commonwealth department, agency, authority or Minister.
