Airservices possess a fleet of 84 Ultra Large Fire Vehicles (ULFV) of which additional external lights have been fitted to the vehicles to assist the ARFFS with its night operations. The additional lights include:

- six lights on the side of the vehicles,

- two lights on the roof of the vechilces, and

- an extendable lighting mast that uses four 240V flood lights.

Airservices requires the supply of external lights replacements in accordance with the Requirements prescribed in this RFQ.

Delivery:

External lights replacements will be required to be delivered at 14 nation-wide nominated ARFFS Locations and in order of nominated priority levels provided in the Requirements.

Acceptance Testing:

(a) During the evaluation process, all shortlisted Supplier/s will be requested to supply a complete set of its proposed external lights (i.e. six side working lights; two roof working lights; and four mast lights) at Airservices expense.
Lights will be affixed to an ARFFS ULFV and tested by Airservices at its own expense.

(b) Acceptance of the proposed products will be at the sole discretion of Airservices having regard to the quality of the products performance and fitness for purpose of which it has been detailed in section 2 Requirements.

(c) Where a product is deemed as not fit for purpose and/or incompatible with the ULFVs, Airservices reserves the right to exclude the shortlisted Supplier for further consideration.

(d) Subject to acceptance of the products by Airservices, at the completion of Acceptance Testing and successful negotiations (where applicable), a contract may be awarded to the Successful Respondent for the supply of the Requirement.

(a) The Supplier and any subcontractors proposed in the Supplier’s Response must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

(b) The Supplier and any subcontractors proposed in the Supplier’s response must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade at http://dfat.gov.au/international-relations/security/sanctions/Pages/consolidated-list.aspx.

(c) The Supplier shall state whether the Supplier has had any adverse court, tribunal, industrial relations commission of Fair Work Australia finding, order or penalty awarded against it in the last two years (and if so provide details).

(d) The Supplier and any subcontractors proposed in the Supplier’s response must be able to supply the Requirements in its entirety as set out in clauses 2.1(a), 2.1(b), and 2.1(c) of Schedule 1 attached. Responses indicating that a Supplier is only able to provide part of the Requirement will not proceed to the subsequent stages of the evaluation process.

All external light replacements are required to be delivered in full no later than 30 December 2020.
