Notice of Intended Procurement (NOIP)
The Great Barrier Reef Marine Park Authority (the Authority) anticipates commencing a procurement process to appoint a Principal Contractor to address the Capital Works Project at Reef HQ within the coming months.
The purpose of this Notice of Intended Procurement (NOIP) is to:
- provide advance notice of the intended procurement process and timeframe;
- provide an opportunity for potential suppliers to explore their potential resourcing arrangements;
- advise that this Notice does not form part of any procurement process and is not a Request for Tender; and
- advise that registration is not required at this stage in order to participate in any future procurement process for the approach to market.
The Authority is looking for a Principal Contractor with considerable experience and knowledge to meet the Capital Works project requirements given the challenging infrastructure of Reef HQ Aquarium, the Australian Government’s National Education Centre for the Great Barrier Reef in Townsville.
Further details on the timing and commencement of the approach to market for Reef HQ Capital Works (if any) will be provided via AusTender. Potential suppliers should continue to monitor AusTender.
Background
Reef HQ Aquarium is part of the Great Barrier Reef Marine Park Authority (the Authority), and in addition to being a tourist attraction, it is the National Reef Education Centre for the Great Barrier Reef. The Aquarium, located adjacent to the Ross Creek in Townsville, was opened in 1987. Since then it has been in continuous operation with the exception of a six month closure in 2002 to accommodate a major refurbishment. The facility has also undergone various other upgrades, maintenance and improvements over its 33 year life; however, some assets from the original installation remain. Reef HQ Aquarium is an iconic tourist attraction in the region, continues to be popular with the residents of Townsville and is an effective tool to promote the Authority’s key messages.
After 33 years of operation, ageing and increasingly unreliable assets continue to impact the Authority’s capacity to effectively provide education and informational services at Reef HQ. The proposed works will provide a significant positive impact by addressing safety, security and operational risks to the Authority and ensuring the adequacy of critical infrastructure including animal life support systems. The proposed works will also promote the continued social and economic benefits to the local Townsville community. The Authority has secured $26.9M to address critical safety works and $2.6M to address animal life support systems over the next three years. Some of the works have already commenced under Early Works packages.
Capital Works Scope
Through the approach to market process for the Reef HQ Capital Works Project, the Authority anticipates appointing a Principal Contractor to manage the design, construction and defects liability period of the works (Reef HQ works).
The purpose of the project is to address Reef HQ’s ageing infrastructure and as such, the works relate to demolition, design, replacement and upgrade of assets within the Reef HQ facility in Townsville.
As identified previously, Reef HQ is currently operating in its 1987 facility and as such works included are to:
- ensure the structural longevity of a highly valued Australian Government asset - the world’s largest living aquarium example of a real coral reef ecosystem;
- mitigate negative impacts of a tropical climate on the captive reef environment; and
- increase the operational efficiency of the facility and maximise its business potential.
The works proposed to be delivered under the project comprise a variety of improvement, replacement, upgrade, decommissioning and disposal works. The proposed works are categorised into project elements, based on asset type: structural, mechanical, electrical, fire and security.
The integrated program of projects may include but are not limited to:
- External walls, holding tank nib wall and other main tank structures’ remediation
- Pump room waterproofing
- Replacement of acrylic viewing panes
- Upgrade of the turtle hospital
- Replacement of ‘shipwreck’ heritage exhibit
- Upgrade Connectivity Exhibit
- Covering the Coral Reef Exhibit (CRE)
- Gantry crane remediation
- Waterproof membrane to Observation Deck
- Electrical works
- Generator Room wall refurbishment
- Dive Gear/Dressing Shed remediation
- Repair of Steel canopy on the Observation Deck
- Walkways, Ladders, Gantries and edge protection
- Install Dive supervisor hub
- Staff amenities upgrade
- Install Person with disability toilet
- Workshop upgrade
- Install Passenger lift
- Upgrade skip enclosure
- Replacing air conditioning units
- Waste water and biosecurity remediation
- Replace variable speed drives, field devices, mechanical control systems
- C-Bus Lighting Control System upgrade
- Upgrade of security system
- Water Quality System upgrade
- Animal Life Support Systems upgrade
