The Australian Pesticides and Veterinary Medicines Authority (APVMA) is approaching the market by issuing a Request for Tender (RFT) seeking one or more service providers to deliver the following services to APVMA:

1. Managed services:

• ICT service management

• End-user computing

• Azure and on-premises infrastructure support services

• Network services

• Application and office 365 services

• Unified communications

• Operational security services

• Project and architecture and design services related to the above offerings

2. Business application development and support services for:

• Line of business portal and workflow applications (custom .net, java, JavaScript)

• Smartform and Liferay software solutions

• Project and architecture and design services related to the above services

The APVMA is seeking a service provider(s) that are willing to engage with APVMA:

• To provide quality services that are compliant whole of government requirements and policies for cyber security

• To provide services to meet APVMA’s availability and performance requirements

• To provide agile delivery of changes and enhancements to meet APVMA business needs

• To provide proactive management to ensure that systems remain secure, available and sustainable in the medium and long term

• In a partnership model that ensures flexibility is built into service delivery and contractual arrangements to meet APVMA business needs and timeframes.

• Support innovation initiatives, digital transformation and enable digital collaboration capabilities for the APVMA workforce and our regulated industry participants.

The contract term is expected to be three years with the option to exercise two x two-year extensions at the APVMA’s discretion. The APVMA will be seeking to transition to new contractual arrangements in December 2023.

An industry briefing will be held commencing at 11:00am AEST. The industry briefing will also be broadcast via MSTeams. A link to access the industry briefing and information about the location of the industry briefing will be emailed to nominated attendees. Representatives of prospective tenderers to attend the briefing in-person will be limited to 1-2 personnel per company. Nominations to attend the briefing are to be forwarded in writing to the email address mss.rft@apvma.gov.au

The contract period is expected to commence from 1 August 2023 with an initial expiry of 1 August 2026. 2 x 2 year extensions will be available at APVMA discretion potentially taking the final contract date to 1 August 2030.

The scope of services covers managed services for APVMA’s ICT environment and its line of business applications.

The Tenderer must:

(a) be a legal entity recognised under Australian law at the Tender Closing Time.

(b) provide all Valid and Satisfactory Statements of Tax Record by the Closing       Time; or

(c) if a Valid and Satisfactory Statement of Tax Record cannot be provided by the Closing Time, have a receipt issued by the Australian Taxation Office demonstrating that the relevant Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and provide the Valid and Satisfactory Statement of Tax Record no later than four (4)Business Days after the Closing Time (unless the Tenderer provides substantiating evidence from the Australian Taxation Office that the Australian Taxation Office is unable to provide the Statements of Tax Record within the required timeframe); and

(d) in relation to any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive) if known at the time of submission:

i. provide a Valid and Satisfactory Statement of Tax Record by the Closing Time; or ii. if a Valid and Satisfactory Statement of Tax Record cannot be provided by the Closing Time, have a receipt issued by the Australian Taxation Office demonstrating that the relevant Statement of Tax Record has been requested from the Australian Taxation Office for that first tier subcontractor by the Closing Time, and provide the Valid and Satisfactory Statement of Tax Record for that first tier subcontractor no later than four (4) Business Days after the Closing Time (unless the Tenderer provides substantiating evidence from the Australian Taxation Office that the Australian Taxation Office is unable to provide the Statements of Tax Record within the required timeframe).
