Notice of intended procurement (NOIP)
This is a Notice of Intended Procurement (NOIP) for ATM000020. This is not a procurement process. Therefore no responses or lodgements are required from potential suppliers/tenderers for this NOIP.
The Authority anticipates commencing a procurement process to appoint a remediation contractor to address contamination and rubble in the identified remediation areas of Douglas Shoal in mid 2020. This Notice is issued to provide advance notice of the intended procurement and to provide an opportunity for interested organisations to explore potential teaming arrangements. The Project is looking for innovative technology to meet the highest environmental standards, given the sensitive location of the shoal within the Great Barrier Reef Marine Park.
The purpose of this Notice is to:

provide advance notice of the intended procurement process and timeframes; and

provide an opportunity for interested organisations to explore potential teaming arrangements.
This Notice of Intended Procurement (Notice) does not form part of any procurement process, and registering as an interested organisation is not a pre-requisite to participation in any future procurement process for ATM000020: Remediation of Douglas Shoal.
Further details on the timing and commencement of procurement process ATM000020: Remediation of Douglas Shoal (if any) will be provided via AusTender. Organisations should continue to monitor AusTender.
Background
Douglas Shoal sits 90 kilometres off the north-eastern coast of Australia near the major port of Gladstone. In April 2010 the bulk carrier Shen Neng 1 ran aground on the shoal for 10 days, resulting in damage to approximately 42 hectares. This is the largest vessel grounding known in the Great Barrier Reef Marine Park, and possibly the largest reef-related grounding impact in the world.
The Authority negotiated an out-of-court settlement with the owners and insurers of Shen Neng 1 and was awarded $35 million to clean up the site. The primary objective of the Douglas Shoal Remediation Project (Project) is to support natural recovery of the shoal.
Remediation scope
Through procurement process ATM000020: Remediation of Douglas Shoal, the Authority anticipates appointing a remediation contractor to address contamination and rubble in the identified remediation areas of Douglas Shoal. A site assessment undertaken in 2019 refined remediation priorities and showed that almost ten years after the grounding incident, contamination and persistence of rubble continues to impede natural recovery. A recently completed options analysis identified and assessed a range of remediation methods with reference to Project objectives. Identified remediation areas have been refined down to approximately 10 hectares in total. These areas have variable features such as channels, flat expanses, small gullies and holes.
