SC.1     Project Management and Contract Administration Services. 
SC.2     Architectural, Design and Spatial and Occupancy Planning Services. 
SC.3     Quantity Surveying/Cost Planning Service
SC.4     Engineering and Technical Services.
SC.5     Security Construction and Equipment Committee (SCEC) Endorsed Security Zone Consultants.
SC.6     Property Advisory Services.
SC.7     Relocation and Removal services. 
Service Providers in the above Service Categories are required to deliver services within one or more of the following Areas:
ACT, QLD North (Mackay and to its north), QLD South (Gladstone and to its south), NSW (including Norfolk Island), WA North (Carnarvon and to its north, including the Christmas and Cocos Islands), WA South (Geraldton and to its south), NT, SA, VIC, TAS, NATIONAL, OVERSEAS (conditions apply).

Tenderers must be capable of delivering property related services to:
The Department of Home Affairs;
Home Affairs portfolio agencies including the Australian Border Force (ABF), the Australian Federal Police (AFP), the Australian Criminal Intelligence Commission (ACIC), the Australian Security Intelligence Organisation (ASIO), and the Australian Transaction Reports and Analysis Centre (AUSTRAC); and
Other Commonwealth Agencies. 
There are strict Conditions of Participation and Minimum Content and Format Requirements that must be met.

:

1. Tenderers must at the Closing Time hold appropriate authorisation(s) for the jurisdiction in which they are tendering to provide the services.

1.1 Tenderers are required to include in their Tenders details of their authorisations, e.g. licences, accreditations, qualifications, certifications, registration etc. relevant to each Service Category in each jurisdiction for which they are tendering.

1.2 In the ACT labour hire providers operating in the ACT are required to hold a licence before or by the 27 November 2021 under the Labour Hire Licensing Act 2020 (ACT).

2. Tenderers must to lodge with their Tender all of the Satisfactory and Valid Statement of Tax Records (STR) required.  Tenderers will be excluded from further consideration if they do not meet the following Conditions of Participation:

2.1 the Tenderer must either:

(a) hold a Valid and Satisfactory Statement of Tax Record by the closing time; or

(b) has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the closing time; and hold a Valid and Satisfactory Statement of Tax Record no later than 4 Business Days from the closing time; and

2.2 the Tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

Note to tenderers: Tenderers should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation.
