The Commonwealth requires an event management company who are wholly, or at least 50% Aboriginal and/or Torres Strait Islander owned, or in the case of a consortia, the consortia lead company must be 50% or more Aboriginal and/or Torres Strait Islander owned. The event management company will manage and deliver the Contract for Services associated with the National NAIDOC Week Awards Ceremony (the Event)

The NIAA will exclude a Tender from further consideration if the NIAA considers that the Tenderer does not comply with the following conditions (Conditions for Participation):
- the Tenderer must be wholly, or at least 50% Aboriginal and/or Torres Strait Islander owned, or in the case of a consortia, the consortia lead company must be 50% or more Aboriginal and/or Torres Strait Islander owned;
- the Tenderer (and any of its proposed subcontractors) must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth);
- the Tenderer (and any of its proposed subcontractors) must not be named on the list of persons and entities designated as terrorists under the Charter of United Nations Dealing with Assets Regulations 2008 (Cth); and
- the Tenderer must not have any court judgment against it relating to employee entitlements that has not been paid in full by the Respondent (other than judgments that are under appeal).

Tenders must be lodged electronically via, AusTender before the Closing Time and in accordance with the Tender response lodgement procedures set out in the ATM documentation.
