DFAT is now calling for expressions of interest for the design and implementation of the Australia PNG Subnational Program (APSP).  The APSP will include the long-standing Bougainville and Kokoda partnerships, as well as the South Fly Resilience Plan (expected to transition to a Western Province partnership in 2022).  The contractor should also have the latent capacity to develop, if required, new place-based initiatives responding to geostrategic drivers or fundamental changes in the PNG political settlement.

The APSP is an enabling mechanism comprised of three separately designed programs each with its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems. Managed under a single contract, this approach is aimed to ensure and drive value for money by realising back office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.  

The total value of the Framework is up to $200 million over four years, with the possibility of a four-year extension.
