Provision of Base Services to Defence sites across Australia
Canberra, Sydney, Melbourne, Adelaide, Perth, Brisbane, Darwin, Hobart
The Base Services contracts deliver a range of estate sustainment services to Defence sites nationally to enable the effective operation of Defence working, living, operational and training environments.
Base Services include building maintenance, cleaning, waste management, hospitality, and catering (messing), land management, transport, access control and security, and other services that provide the day-to-day sustainment of the Defence estate and support to our people.
Defence is seeking proposals from prospective industry partners capable of delivering one or more of the following packages:
- Base Services Contact Centre
- Base Security Services
- Firefighting Services
- Living and Working Services
- National Program Services
- Project Delivery Services
- Property and Asset Services
- Waste Management and Resource Recovery Services
Defence is committed to building a genuine, long-term partnership with industry partners that align to our values and behaviours. This includes industry partners who will assure the future delivery of base services and the resilience of the supply chain. The Request for Proposal is the first stage of the procurement process and will seek to shortlist a select group of respondents based on a range of criteria. This shortlisted squad of prospective industry partners will be required to participate in a collective co-design activity with Defence. The co-design activity will provide the squad an opportunity to contribute to the design of the future contracts under which they will be expected to perform. Through industry’s participation in this team of teams environment, Defence is expecting the co-design process to leverage the collective knowledge, expertise and experience of our prequalified squad, and deliver contracts designed for success.
At the completion of the Request for Proposal and Co-design process, pre-qualified industry partners will be invited to participate in the second stage of the procurement process (Request for Tender).
An industry briefing will be conducted virtually commencing at 2.00 pm local time in the ACT on 19 October 2022. Attendance at the industry briefing is not compulsory and there will not be a limit on the number of representatives of prospective respondent personnel for the briefing. Details for how to access the online Industry Briefing will be communicated through the AusTender website.
The Commonwealth will exclude a proposal from further consideration if the Commonwealth considers that the respondent does not comply with the RFP requirements set out in clauses:
1.9 Statement of Tax Records; and
2.7 Defence Security Clearance Requirements
Mid-2024 for an initiall term of 6 years with performance based extension options of up to an additional 4 years. Defence may consider additional extension options, up to but not exceeding 15 years in total.
