Australia and New Zealand intend to implement an operational satellite based augmentation system (SBAS). This will be called the Southern Positioning Augmentation Network (SouthPAN). The SouthPAN will augment standard positioning capability provided by GPS and Galileo across all of Australia and New Zealand, with expected user applications in agriculture, construction, resources, utilities and other industries; with decimetre accuracy. It will also support aviation and road transport sectors, which have requirements for high-integrity positioning data with sub-metre level accuracy. Geoscience Australia is currently in the process of procuring a SouthPAN Contractor to deliver the ground segment of the SouthPAN.

To implement SouthPAN, Geoscience Australia will procure access to a navigation transponder hosted on a satellite in Geostationary Earth Orbit (GEO). The service is the first new satellite navigation service to support SouthPAN, and will be named SouthPAN GEO Payload – 01 (SGP-01).

Geoscience Australia is seeking the provision of:

(a) a Signal-In-Space (SIS) broadcast service for a duration of 15 years starting no earlier than January 2025 and preferably no later than June 2027 ;

(b) operational services to support regulation of the uplink signal and configuration of the SouthPAN ground segment. This will involve coordination of power levels between the SouthPAN Contractor and the SGP-01 contractor (Contractor) along with regular delivery of satellite orbital parameters and payload telemetry.

(c) project and engineering management services to design, implement, integrate, ground test, launch, and in-orbit test SGP-01; and

(d) service management services, including monthly reporting.

The Tenderer must:

(a) either:

(i) hold a Valid and Satisfactory Statement of Tax Record (STR) as referred to in Part 1 Annex B Attachment B, as applicable to the Tenderer, by the Closing Time; or

(ii) hold a receipt demonstrating that the STRs referred to in Part 1 Annex B Attachment B, as applicable to the Tenderer, have been requested from the Australian Taxation Office by the Closing Time, and hold those STRs no later than four (4) business days after the Closing Time; and 

(b) hold a Valid and Satisfactory STR for any first tier subcontractor  that it proposes, as part of its Tender, to engage to deliver goods or services with an estimated value of over AU$4 million (GST inclusive).
