Lavarack Barracks Mid-Term Refresh (MTR) Project - Invitation to Register (ITR) for Design Services Contract (DSC)
Lavarack Barracks, located in Townsville QLD, is home to 3rd Brigade and elements of the 1st Division, 11th Brigade and 17th Sustainment Brigade and one of the major military establishments in Northern Australia. The base is also home to units from Joint Capability Group such as Joint Logistic Unit (NQ) and elements of Joint Health Unit North Queensland.
The Lavarack Barracks Mid-Term Refresh (MTR) Project will upgrade aging facilities and infrastructure to sustain Lavarack Barracks until the next major redevelopment project, currently forecast to commence development in FY28/29. The mid-term refresh aims to meet the short term needs of existing assets and base infrastructure, and will ensure that the base continues to support the capability through to the Redevelopment project. A master planning and feasibility review (MPFR) is currently being developed to better define the a prioritised scope of works that can be delivered within the available project budget. The possible scope items include civil infrastructure works, building works, sports and recreational facilities and engineering services upgrades.
This is an invitation to register (ITR) for the Design Services Contract (DSC) for the project. The DSC would provide design services to progress the design from MPFR to 100% design as well as construction support services. The project will be delivered via a two stage procurement approach with the successful registrants intended to progress to the Request for Tender (RFT) process.
To lodge a conforming Registration of Interest the Registration of Interest must be lodged electronically via AusTender at www.tenders.gov.au and before 16 December 2022 12.00 noon ACT Local time (ATM Close Date and ATM Close Time).
The Applicant must, at the time of lodging its Registration of Interest, satisfy the minimum form and content requirement for this registration of interest process being that the Applicant must complete and lodge Schedule G - Statement of Tax Record.
The Applicant acknowledges that neither the Commonwealth nor the Applicant intends to create any contract or other relationship under which the Commonwealth is legally obliged to conduct the registration of interest process in any manner or tender the services or enter into a contract on the basis set out in this Invitation to Register Interest or any other basis and that there is in fact no such contract or other relationship in existence.
