2.4 This REOI is an initial approach to the market for input to identify Respondents that best satisfy the Requirement and is not intended to have contractual effect. For clarity, any financial commitment under a resultant contract will be subject to approval and funding. This REOI is part of a two-stage procurement process:
(a) REOI process (Stage One) – the agency will evaluate Responses to this REOI and may shortlist Respondents that best satisfy the Requirement to progress to Stage Two of the procurement process; and
(b) RFT process including Product Verification (Stage Two) – shortlisted Respondents from Stage One may be invited to participate in an RFT process. The RFT evaluation is likely to include an overall assessment of a Respondent's strategic partnership suitability, capability, risk and price.
