R8126 (EST00352) KC-30 Multi Role Tank Airfield Upgrade (R8126) at RAAF Base Learmonth is a capability upgrade project, intended to make RAAF Learmonth fit for KC-30A Multi-Role Tanker Transport operations. R8126 has the aim of upgrading the RAAF Learmonth airfield infrastructure to support the increased operation tempo outlined in the Forecasted Traffic Spectrum, provide a higher level of safety for aircraft operations and support hydrant refuelling of airframes.

The Works for R8126 at RAAF Base Learmonth (Package A) include, but not limited to:

- Strengthening and asphalt resurfacing of Runway 18/36 including shoulder resurfacing and shoulder widening;

- Taxiway upgrades including strengthening and widening;

- Apron upgrades including provision of a new aircraft parking apron and associated infrastructure;

- Upgrade of the AGL to provide a safe and compliant lighting solution in response to project works;

- Replacement of all pit and duct and associated primary cabling impacted by the pavement works;

- A new fuel hydrant line to support the new parking apron. 

 

P0013 (EST06164) National Airfield Maintenance Works (P0013) at RAAF Base Learmonth and RAAF Base Curtin is a capital maintenance project delivered within the P0000 Program, focusing on major maintenance. P0013 has the aim of maintaining the network of aircraft pavements, stormwater drainage and Aeronautical Ground Lighting (AGL) at each Site to achieve a suitable condition of airfield infrastructure targeting no further capital maintenance until the next scheduled National Airfield Works project.

The Works for P0013 at RAAF Base Learmonth (Package B) include, but not limited to:

- Rectification and asphalt resurfacing of identified taxiway, Ordnance Loading Areas (OLA’s) and ORAF pavements;

- Rectification and asphalt resurfacing of identified shoulder pavements including consideration of widening of taxiway shoulders for code compliance where resurfacing works are being undertaken;

- Replacement of High Intensity Approach Lighting (HIAL) on Runway 18L and Emergency Runway 18R-36L lighting;

- Replacement of taxiway centreline and intermediate hold point lighting across the taxiway network;

- Replacement of all OLA, Apron and Helipad lighting;

- Provision or replacement of all mandatory Movement Area Guidance Signage (MAGS) and Tactical Air Navigation System (TACAN) MAGS;

- Replacement of Distance to Run Markers (DTRMs)/ Hook Cable Markers (HCM) and Illuminated Wind Direction Indicators (IWDIs);

- Replacement of all pit and duct and associated primary cabling across the airfield;

- Replacement of selected culverts. Rectification of any drainage infrastructure impacted by the works or in current poor condition within the pavement scope area.

The Works for P0013 at RAAF Base Curtin (Package C) include, but not limited to:

- Rectification and asphalt resurfacing of Runway 11-29 pavements including shoulders;

- Rectification and asphalt resurfacing of identified taxiway pavements including consideration of widening of taxiway pavement and/or shoulders for code compliance where resurfacing works are being undertaken;

- Rectification and asphalt resurfacing of identified Operational Readiness Pads (ORP) pavements including consideration of widening of taxiway pavement and/or shoulders for code compliance where resurfacing works are being undertaken;

- Rectification and asphalt resurfacing of identified shoulder pavements including consideration of widening of taxiway shoulders for code compliance where resurfacing works are being undertaken;

- Slab replacements on identified Taxiway’s, ORP’s and Aprons;

- Rectification and asphalt resurfacing of the Aircraft Tow Road including consideration of widening of the pavement and/or shoulders;

- Reinstatement of associated AGL across the airfield and replacement of Apron AGL;

- Replacement of all associated secondary cabling across the airfield;

- Rectification of any drainage infrastructure impacted by the works or in current poor condition within the pavement scope.

Industry Briefing 

An industry briefing will be conducted online on a 23rd Feb 2023, 1200(ADST). 

Tenderers will be offered a 30min tenderer meeting post industry brief to engage with Defence.
