Airservices Australia is a Government owned organisation that provides the aviation industry with various services, including Aviation Rescue Fire Fighting Services (ARFFS).

ARFFS currently operates at 27 airport locations around Australia and manages a fleet of 86 MK8 Ultra Large Fire Vehicles to support its operations. This involves maintaining the fleet of vehicles, including replacing windscreens as required.

Airservices Australia is seeking to establish a Deed of Standing Offer with a suitably qualified and experienced manufacturer/supplier of windscreens for Mk8 Ultra Large Fire Vehicles whilst obtaining value for money for Airservices through the procurement process.

The windscreens must comply with all applicable specifications, regulations and designs including but not limited to FMVSS/ANSI/SAE Z26.1-1996 (USA), ADR8, and Certification and marking as per AS/NZ 2080:2006. The windscreens must match the current MK8 windscreen including profile, material, lay-up and thickness.

Airservices Australia requires that the windscreens be individually packaged for transportation and storage. Windscreen packaging must be:

- reusable for the next windscreen to be transported; 

- strong enough to resist minor bumps and abrasions; 

- designed to proctect windscreens from moisture; and

- designed to allow each windscreen to be safely stored and transported via road freight.

Windscreens must be delivered to one of the ARFFS sites located in Melbourned (Victoria) and as specified at the time of ordering. Details of the locations are provided in the ATM documents (file one) attached.

A windscreen prototype is required to be developped for Airservices acceptance. Acceptance criteria includes fitting to ARFFS' MK8 ULFVs and compliance to windscreen requirements stated in the Schedule 1 - Statement of Requirements attached (file one in ATM Documents).

The agreement term will be for an initial three year period with two option periods of one year each. 

Respondents that require to view a MK8 Utra Large Vehicle Windscreen in person must email the contact officer.

(a) The Supplier and any subcontractors proposed in the Supplier’s Response must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

(b) The Supplier and any subcontractors proposed in the Respondent’s Response must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade at http://dfat.gov.au/international-relations/security/sanctions/Pages/consolidated-list.aspx.


(c) The Supplier shall state whether the Supplier has had any adverse court, tribunal, industrial relations commission of Fair Work Australia finding, order or penalty awarded against it in the last two years (and if so provide details).

Provision of one batch of windscreens may be required as a minimum each year for the period of the engagement (up to five years).
