THIS IS A NOTICE
Notice for the provision of Managing Contractor (MCC-1 2003) services for the Planning and Construction of buildings, services and infrastructure at RAAF Base Point Cook, VIC.
The prospective project scope includes:
• Environmental, Heritage and Base Master Planning activities
• Information and Communications Technology (ICT) network
• Electrical Distribution (HV/LV) network
• Potable and fire water networks
• Wastewater network
• Stormwater network
• Gas reticulation network
• Decommissioning and removal of Base fuel farm
• Heritage preservation and adaptive reuse of select exceptional heritage listed buildings
• Perimeter fencing upgrades
• 21 Squadron facilities – New construction
• RAAF Museum – Minor refurbishment works
THIS IS A NOTICE
It is anticipated that external agency interfacing and approvals will be required in respect to the upgrade and of external network supplies, such as HV and ICT.
The Managing Contractor Contract (MCC-1 2003) is a two stage Contract where the successful applicant is appointed to plan the works (the Planning Phase). The Planning Phase includes all aspects of design, environmental, heritage, services condition and capacity investigations to support capital cost estimates for the Departmental, Government and Parliamentary Approvals, necessary to proceed to construct the works (the Delivery Phase).
Contractor appointment for the Delivery Phase is subject to all relevant Approvals, including Parliamentary Approval of the proposed works to proceed to construction and achieving Delivery Phase Agreement under the Contract with the Commonwealth.
The Commonwealth does not intend to fast-track the procurement of Reimbursable Work for the Planning Phase.

It is anticipated that the Building Code 2016 and Government policies in respect of Local Industry capability participation and Indigenous enterprise participation will apply to this project.

• 5% Masterplanning and Feasibility Review (MPFR) Non-Rejection: Aug 20
• 30% Concept Design Report (CDR) Non-Rejection: Jan 21
• 50% Schematic Design Report (SDR) Non-Rejection: May 21
• 90% Detailed Design Report (DDR) Non-Rejection: Nov 21
• Delivery Phase Approval: Jan 22
• Construction: Jul 22 – Jul 24
• End Defects Liability Period: Jul 25
