The establishment of a Biosecurity Training Centre is the cornerstone for the development of a Centre for Excellence for Biosecurity in the Asia Pacific Region.

The BTC represents a key element in the Biosecurity and Compliance Group's (BCG) broader reform agenda. The initiative will strengthen the professionalism of Australia's frontline Biosecurity protection capability by delivering a structured and rigourous approach to training. Allied with a dedicated research capability, the initiative will enhance the BCG's ability to track and respond to current and emerging biosecurity threats as envisaged in Biosecurity 2030 and consistent with the likely directions of the National Biosecurity Strategy which remains in development.

The BTC would comprise a centralised hub with training facilities in agreed state capitals (the network) to service the local biosecurity officer population.

A hub location consistent with the Government's regionalisation and recovery policy agendas is ideally to be a non-metropolitan area and aligned with the designed Drought Resilience Adoption and Innovation Hubs.

The network will provide specialised pathway training and general training at agreed state and territory sites.

The customer will exclude a tender from further consideration if the Customer considers that the tender does not comply with any one or more of the following minimum content requirements:

i. the tender must be written in English;

ii.  the tender must include:

a. a signed Potential Supplier's Deed that includes a declaration substantially in the form of clause 8.1 of Schedule 1 - Attachment 2: Potential Suppliers Deed;

b. an Indigenous Participation Plan;

c. A statement of Tax Record (STR) or STR receipt; and

d. an Environmental Sustainability Plan;

A tender must include at the Closing Time, either:

i. all of the satisfactory and valid STRs required under Schedule 1 Attachment 10: Black Economy Policy - Statement of Tax Records; or

ii. STR receipts issed by the Australian Taxation Office confirming that the required STRs were requested prior to the Closing Time.

The customer will exclude a tender from further consideration if, at any time before any resultant Contract is executed, the Customer considers that the Potential Supplier does not meet any one or more of the following conditions for participation:

i. Clause 5.7 (Black Economy Policy).

Notwithstanding the use of 'must', 'shall', 'will' or other mandatory language, no other requirement in this ATM is to be treated as a 'Condition for Participation'.
