Nationwide consultations with multicultural communities are intended to inform and support the Commission in progressing the development of a National Anti-Racism Framework and to provide an opportunity for a broad range of multicultural Australians to participate. It is anticipated that a key feature of a National Anti-Racism Framework will be its endorsement by national, state and territory governments including their commitment to implement the Framework.

The objectives of th consultations are to:

1. ensure the voices of multicultural communities are centred in national discussions about a National Anti- Racism Framework,

2. build a national picture of the priorities of multicultural communities as they relate to a National Anti- Racism Framework,

3. identify community based anti-racism ideas and solutions, including good practice initiatives,

4. provide the Commission with findings applicable to the development of actionable policy interventions.

Services required

Comprehensive national consultations with multicultural communities, and the presentation of findings from these consultations.

Findings from the consultations should be consolidated and delivered to the Commission in a final report. The report will inform the strategies and actions put forward by the Commission under a National Anti-Racism Framework.

The Commission considers that in order to effectively provide the required services, Potential Suppliers will need (and should be able to demonstrate in their Response):

• demonstrated ability to approach consultations with a human rights based approach,

• expertise in navigating the operating environment relating to anti-racism policy design and development in Australia,

• access to, and established relationships, with multicultural community networks across the states and territories,

• capacity to coordinate a consultation strategy across national networks,

• expertise in undertaking consultations with multicultural communities in the development of policy interventions,

• capacity to ensure that a diversity of voices are included in consultations,

• demonstrated experience working with customers or partners to design and conduct consultations and deliver reports which closely align with customer or partner priorities, proven ability to consolidate consultation findings into a format applicable to the development of actionable policy interventions.

Where possible consultations should include participants from the following groups:

• people aged 65 and over

• young people (18 to 25 years)

• people living with disability

• recently arrived members of multicultural communities

• Australian born members of multicultural communities

Where possible gender balance in consultations should be achieved.

The scope of services will include:

• working with community organisations and the Commission on consultation documents and the design of the consultations

• testing the consultation documents

• conducting the national consultations

• producing a report on the consultations which:

  • incorporated suggestions for good practice
  • examines and analyses the consultations as they relate to the objectives of the project.
