Management and Operation of the National Halon Bank

Services for the ongoing management and operation of a Commonwealth administered facility dedicated to the collection, storage and management of halon and other ozone depleting substances (ODSs) and synthetic greenhouse gases (SGGs) and the provision of halon and other ODS/SGG related services to NHB clients, in a way that is consistent with the objectives of the Montreal Protocolon Substances that Deplete the Ozone Layer and associated Australian Government policy and guidelines; and promotes effective storage, management and control of ODS/SGGs to minimise emissions to the atmosphere.
Subject to paragraph 3.4.3 of the Request for Tender, the Department will exclude a Tender from further consideration if at any time before a contract is executed the Department considers that the Tenderer does not meet any one or more of the following conditions for participation:
• the Tenderer exists as a legal entity at the Closing Time (see paragraph 7.2.3);
• the Tenderer either:
• provides a Valid and Satisfactory Statement of Tax Record by the Closing Time; or
• provides a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and provides a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Closing Time; and
• the Tenderer provides a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).
