The Aus4ASEAN Futures ECON program is both the first element of the broader Futures initiative entering into implementation, and the successor program to the ASEAN-Australia Development Cooperation Program – Phase II (AADCP II). This is a long-standing program that has supported the Economic Community pillar of ASEAN since 2009. Aus4ASEAN Futures ECON will continue key elements of AADCP II which reinforce Australia’s commitment to ASEAN centrality through ASEAN ownership. This includes the use of ASEAN Secretariat (ASEC) project financing and procurement systems, under the oversight of a DFAT Program Director seconded to ASEC.
Potential Respondents to this EOI process should note that the design document which forms part of this EOI, referenced as Attachment B: design document is not included in this published EOI. The design document to the EOI is available to potential Respondents, once Respondents have completed the Confidentiality Deed Poll in the form at Attachment A and submitted the executed Confidentiality Deed Poll to: tender-AusASEAN@dfat.gov.au
Once the Confidentiality Deed Poll is submitted, potential Respondents will receive the Attachment B: design document.
If Respondents wish to participate in this EOI process they should complete and submit the Confidentiality Deed Poll as soon as possible to allow for time to submit a completed EOI at the Closing Date.
It is the responsibility of potential Respondents to ensure that the Confidentiality Deed Poll is executed by an individual with the relevant authority to legally bind the entity. DFAT may refuse to accept a Confidentiality Deed Poll where it has not been appropriately executed.
The purpose is to establish a shortlist of capable organisations to be the managing contractor. Organisations wishing to manage the project should substantially complete the Response Forms in Attachment 1 and must submit them via AusTender by the Closing Date.
