The Services required for this Project include design and related services in respect of the following Works: Damascus Barracks, Meeandah QLD: • Replacement of three existing warehouses with two new modern warehouse structures. • Replacement and consolidation of three other existing warehouses into a single warehouse structure. • Remediation of existing concrete hardstands and provision of new shade structures. • Replacement and consolidation of warehouse office accommodation. • Refurbishment of the site headquarters building and upgrade/replacement of the existing amenity facilities. • Removal of ‘demountable-style’ working accommodation located within existing warehouses and consolidation in to three separate office blocks across. Wallangarra Stores Depot, QLD: • Replacement of the maintenance workshop/store for bulk liquids handling equipment (i.e., bulk fuel and bulk water). • Upgrading of the fire and potable water systems and sewage treatment plant. Proof & Experimental Establishment Port Wakefield, SA: • Upgrading of the high voltage (HV) power supply system (and switch to HV customer agreement). • Replacement and rationalisation of long-term and transit accommodation and messing facilities. • Upgrading of the potable water infrastructure. • Responding to Base Engineering Assessment Program (BEAP) only items in respect of Electrical Systems Redundancies. Proof & Experimental Establishment Graytown, VIC: • Replacement and relocation of the Data Acquisition/ Instrumentation building. • Replacement of the vehicle workshop facilities. • Reconfiguration of the base entry precinct. Swan Island Army Detachment, VIC: • Replacement of the access bridge and guardhouse. • Refurbishment of the access road and causeways. Sarpeye Barracks, Thursday Island QLD: • Provision of a new transit accommodation block. • Refurbishment of the existing transit accommodation. • Provision of a Q-store dehumidifier. Land Engineering Agency Monegeetta, VIC: • Refurbishment of the Small Arms Testing facility. • Upgrading of the firefighting infrastructure. • Addressing electrical infrastructure issues. • Replacement of the Army Reserve depot facilities. Defence Nutrition Research Centre, Scottsdale TAS: • Replacement of office accommodation and storage buildings, incorporating new research collaboration facilities. The Services include Site investigations and the further investigation, options analysis and assessment of potential additional/alternative scope items during the 5% Master Plan Feasibility Review (MPFR) stage of the Project to assess their suitability for inclusion within the approved Project scope. |
Other Instructions include the following: Disclaimer and Confidentiality Agreement The Disclaimer and Confidentiality Agreement is available by clicking on "ATM Documents". Tenderers are required to download, complete, duly execute and return the Disclaimer and Confidentiality Agreement by email only to the Contact Officer. Within one (1) business day of receiving the duly signed Disclaimer and Confidentiality Agreement, the Contact Officer will issue the Tender Documents to the relevant Tenderer via electronic large file transfer. Confidential Information The Tender Documents contain Confidential Information. Further information regarding the Tenderer's obligations in respect of Confidential Information is set out in the Disclaimer and Confidentiality Agreement and the Tender Documents. Sensitive or Classified Information The whole or any part of the Tender Documents contain Sensitive or Classified information. The highest level of Classified Information is "sensitive information". Industry Briefing An industry briefing is anticipated to be conducted in Brisbane on or around 9 April 2021. Further information regarding the industry briefing is provided in the Tender Documents and full details will be provided in a notice issued by the Contact Officer pursuant to clause 2.3(a) of the Tender Conditions. Building Code 2016 The Building Code 2016 does not apply. WHS Accreditation Scheme The WHS Accreditation Scheme pursuant to the Building and Construction Industry (Improving Productivity) Act 2016 (Cth) does not apply. Indigenous Procurement Policy The Australian Government's Indigenous Procurement Policy took effect on 1 July 2015. Further information regarding the Indigenous Procurement Policy is provided in the Tender Documents (including, if it applies potential minimum form and content requirements). Joint Bids The Commonwealth offers the Tenderer an opportunity to lodge its Tender on a Joint Bid Basis. Further information regarding Joint Bids is provided in the Tender Documents. PWC Act The Works described in the Tender Documents are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth). Evaluation Criteria The evaluation criteria are described in the Tender Documents. Minimum Form and Content Requirements The minimum form and content requirements are described in the Tender Documents. Tender Form Receipt and Lodgement Tenderers are to download, sign and return the Disclaimer and Confidentiality Agreement via email to the Contact Officer’s email address (<span">jamie.thorburn@ghd.com). Within this email, Tenderers are to nominate one ‘registered’ point of contact and one ‘alternate’ point of contact. The Contact Officer will issue the Tender Documents to the Tenderer’s registered and alternate points of contact only via electronic large file transfer. Tenderers are required to confirm receipt of Tender Documents by email response to the Contact Officer. The notification of Addenda and Information Documents will be via AusTender. The Contact Officer will issue Addenda and Information Documents to the Tenderer’s registered and alternate points of contact via electronic file transfer within one (1) business day of the AusTender notification. The Contact Officer will respond only to written Requests for Information received from a Tenderer’s registered point of contact. |
The Award Date is anticipated to occur in June 2021. The Services are anticipated to commence in June-2021with Completion in or before April 2023 for the Planning Phase. |
