When seeking potential solutions to the diverse challenge themes it would be counterproductive to define the exact solution technical requirements and evaluation criteria ahead of time in a single industry offer. Instead, the learnings from the initial innovation challenge phase(e.g. insights about the extent of proposed solution and the benefits that are likely to accrue to end-users, barriers to scaling) can be used to inform plans and criteria for a supplemental industry offer.
The decision to proceed with a supplemental industry offer, and decisions about the eligibility criteria and other terms and conditions, will be made at the Agency's sole discretion.

This innovation challenge will offer rapidly designed, interoperable, safe and secure digital health services and technologies that provide innovative, easy to use tools for both patients and providers impacted directly, or indirectly, by COVID-19.
The objectives are:
- Champion digital health innovation across the healthcare sector leveraging COVID-19 and its effect on the community
- Leverage digital health technologies to reduce the burden on the health care system and health workforce, now and in the future
- Improve future pandemic or emergency preparedness through digital technologies for the next phase of the COVID-19 fight (and future potential pandemics or emergencies) through key areas including supporting the health work force and key social and clinical areas.
The outputs of the challenge will include potential solutions with:
- a detailed design, outlining how the solution will address challenge themes and overcome barriers to scale and adoption; and
- an implementation plan and schedule, identifying key milestones and resources required to scale
These deliverables will be authored by the successful applicant/s and informed by input from the Agency.
Expected outcomes include:
- clear visibility on the industry capability to support challenge themes;
- detailed technical understanding of the potential solutions; and
- resources required and implementation schedule to scale in aid of making an informed decision on next stage.
The Agency will support the successful applicants to develop a working prototype in a short amount of time.

- Participants must be able to demonstrate evidence that their company is financially viable, and will be asked to provide statements to confirm that funding or revenue is in place;
- Participants must have internal resources within their company who have the necessary experience to develop the technology for the Potential Solution;
- Participants must have a working prototype or concept of their Potential Solution at the time of application that are ready to showcase in the potential presentation phase Participant’s Potential Solution must be within the scope of the challenge;
- Participants cannot be a state or territory health department.
