The Harbour Trust was established to carry out planning, management and rehabilitation of surplus Defence and other Commonwealth lands adjacent to Sydney Harbour. The Harbour Trust is a Commonwealth Government agency within the Department of Environment and Energy. Commonwealth legislation applies on Harbour Trust lands, as does some NSW State based legislation. 

 

The Harbour Trust is currently responsible for the management of 10 former Defence and other Commonwealth lands adjacent to Sydney Harbour comprising: North Head Sanctuary North Head, Manly (former School of Artillery & North Fort), Headland Park, Mosman (Middle Head, Georges Heights and Chowder Bay precincts), Woolwich Dock & Parklands, Cockatoo and Snapper Islands, the Marine Biological Research Station (Watson’s Bay), the Macquarie Light Station (Vaucluse) and Sub Base Platypus (North Sydney). Snapper Island is currently inaccessible and is out of the scope of this tender.

 

The total area of Trust sites is 145ha of which 90% of the land is open to the public. The lands include heritage-listed buildings and structures, areas of significant bushland, public parkland, roads and sporting facilities. The trust has 165 residential and commercial tenancies. Major public events are held at Harbour Trust sites and the Trust recorded 1.87 million visitors in the 2018/19 Financial Year.

 

The Harbour Trust is charged with increasing public access to Trust lands, most buildings have been leased and landscaped areas completed, over the past eighteen years. Flexibility will be required to take account of any changes that may affect the management of the sites over the term of the contract.
