The Department of Industry, Science, Energy and Resources (“the Department”) is seeking to establish a panel of providers for the provision of formal reports on science and technology. The Department will utilise the panel to procure services on behalf of Australia’s Chief Scientist from a broad range of experts in the science and research sector to produce formal reports that support access to science and technology advice in a consistent and policy relevant manner on issues facing Australia.

1. The Tenderer and any subcontractors proposed in the tender must not be named as non-compliant with the Workplace Gender Equality Act 2012 (Cth) by the Workplace Gender Equality Agency as at the Closing Time.

2. The Tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.

3. The Tenderer and any subcontractors proposed in its tender must not be insolvent, bankrupt, in liquidation, or under administration or receivership as at the Closing Time.

4. The Tenderer must:

a. either:

        i. hold a Valid and Satisfactory Statement of Tax Record by the Closing Time; or

       ii. have a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and hold a Valid and Satisfactory Statement of Tax Record no later than four Business Days following the Closing Time; and

b. hold a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

 

Note to tenderers: Tenderers should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation.

The anticipated term of the Deed of Standing Offer is three years with two options to extend for a period of 12 months each.
