Approach Commercial Proposal Resourcing To be further developed with shortlisted respondents

DFAT is now calling for expressions of interest for the design and implementation of the Australia-Solomon Islands Partnership for Governance (ASIP-Gov).  A formal title will be determined in concert with the Solomon Islands Government (SIG) during the design process.  This will succeed Australia’s Solomon Islands Governance Program (SIGP) and the Democratic Governance Program (Phase 2) which will come together under one program. Supporting the effective functioning of central government is critical to stability and security in Solomon Islands. Improved governance increases private sector confidence and contributes to economic growth, and the maintenance of stability is a critical enabler of economic growth and human development.

The Respondent represents that its Response has been compiled without the improper assistance of any current or Former DFAT employee, contractor or agent and without the use of information obtained unlawfully or in breach of an obligation of confidentiality to DFAT.

The Respondent represents that it has not:

  1. engaged in misleading or deceptive conduct in relation to its Response or the EOI process;
  2. engaged in any collusive tendering, anti-competitive conduct, or any other unlawful or unethical conduct with any other Respondent, or any other person in connection with the preparation of their Response or the EOI process;
  3. attempted to solicit information from or influence improperly any current or Former DFAT Employee (defined as someone who has left DFAT within the last 9 months and who was involved with the Program), contractor or agent of DFAT, or violate any applicable laws or Commonwealth policies regarding the offering of inducements in connection with the EOI process;
  4. otherwise acted in an unethical or improper manner or contrary to any law; and
  5. including Respondent members (if appropriate) or any proposed subcontractors, been listed on the World Bank List or any similar List maintained by a development donor and is not the subject of an informal investigation or temporary suspension which could lead to the Respondent, any consortia members or any proposed subcontractors or consultants becoming so listed. The Respondent must immediately notify DFAT if it or any consortia members, subcontractors becomes listed, investigated or suspended by the World Bank or any development donor prior to the award of contract.

Conflict of Interest

The Respondent undertakes that its officers, employees, agents and advisers have not placed themselves in a position that may or does give rise to an actual, potential or perceived conflict of interest between the interests of DFAT and the Respondent’s interests during the EOI process.  The Respondent undertakes to advise DFAT in writing immediately upon becoming aware of any actual or potential conflicts of interest in respect of the EOI, its Response or the provision of the required services.

Only organisations that submit an expression of interest and that are subsequently shortlisted will be considered to proceed to a Request for Tender (RFT) procurement process to manage the project.  Organisations that are shortlisted will be listed on our Aid Procurement Pipeline:https://www.dfat.gov.au/about-us/business-opportunities/Pages/aid-procurement-pipeline.

Please note that organisations that are shortlisted will be invited to submit a response to a Request for Tender.
