The Department invites Tenders for the provision of expert services to measure, apply data verification techniques and develop environmental economic accounts for the benefits for climate, biodiversity and people, of restoring coastal wetland ecosystems for the Gulf St Vincent Seagrass Restoration Project in accordance with this Approach to Market (ATM). 

(a) The Supplier will be required to deliver: 

(i) Before and after restoration field survey and other project-level data for the anticipated benefits of this coastal blue carbon restoration project, and

(ii) Project-level environmental economic accounts to present data and estimate values for the benefits achieved by this coastal blue carbon ecosystem restoration project, 

(A) The environmental economic accounting approach is to be consistent with the United Nations System of National Accounts (SNA) and the System of Environmental-Economic Accounting (SEEA) including the SEEA Central Framework, SEEA Ecosystem Accounting and other relevant thematic standards. 

(B) Where environmental economic accounting frameworks are not able to estimate the value for a restoration benefit (such as health, well-being, social and diverse Traditional Owner benefits) other accounting frameworks are to be applied to value the restoration benefits achieved, and  

(iii) Testing, refining and developing new content for the how-to Guide on measurement, verification and account development for project-level benefits of restoring coastal wetland ecosystems for climate, biodiversity and people.

(A) A Deakin University consortium is presently developing a Guide on affordable methods to measure, verify and develop accounts for project-level benefits of restoring coastal blue carbon ecosystems for climate, biodiversity and people. An early working draft of the Guide will be made available on request for interested Tenderers.

(iv) Awareness raising and capacity building in affordable methods suitable for measuring, verifying and valuing the benefits of coastal blue carbon ecosystem restoration for climate, biodiversity and people, of interest to diverse restoration project investors and blue carbon credit purchasers.  

(b) The objectives of the Services are to: 

(i) demonstrate the diverse benefits for climate including climate impact reduction, biodiversity and people achievable of restoring coastal blue carbon ecosystems 

(ii) identify affordable methods to measure restoration benefits, and to test project-level environmental economic accounting as an effective framework for organising and presenting data on the benefits of restoring coastal blue carbon ecosystems.

(iii) The approaches applied must be suitable for collecting, verifying and providing information in forms that can inform coastal blue carbon restoration project investment decisions and enable the development of investment and market mechanisms and financial decision-making tools.
