 This Approach to Market (ATM) is for the establishment of a Standing Offer Arrangement for the provision of training for the Reef Joint Field Management Program (RJFMP). The RJFMP is jointly funded and managed by the Australian and Queensland Governments. The program is responsible for planning and executing field operations in the Commonwealth and State marine parks, (including Commonwealth islands) and on island national parks within the Great Barrier Reef World Heritage Area.

 

Foundation Program delivery:

The Foundation Program course was developed in 2013/14 to give staff of the RJFMP and allied organisations a shared foundation in the theory and practice of managing and protecting the Great Barrier Reef. The course is held in Townsville and has been delivered 10 times since December 2014 (the most recent in November 2019). The Foundation Program is an important part of a broader commitment to help all RJFMP contributors be the best they can possibly be in supporting the main goal of reef protection and connection. The Lead Customer will supply learning materials relevant to the learning outcomes for the participants and to support the effectiveness of the program. The Lead Customer will also arrange all venues for delivery of the program, as well as travel arrangements for those participants who do not reside in Townsville.

 

Accredited Training delivery:

 The identified accredited training support skills and knowledge development of RJFMP staff to ensure activities as set out by the RJFMP priorities meet the objectives and purpose of the Great Barrier Reef Marine Park Act 1975 (Commonwealth), the Marine Parks Act 2004 (Queensland) and the Nature Conservation Act 1992 (Queensland). RJFMP staff are employed in centres extending from Cairns to Gladstone. Location should be a consideration in the Potential Supplier’s response.

 Investigators who work with the RJFMP require the attainment of the Certificate IV in Government Investigations. Delivery of this qualification will be to individuals on an as needs identified basis. Appointment of inspectors requires the attainment of six units of competency, as detailed in this ATM, from the Certificate IV in Government Investigations. Delivery of these units of competency may be delivered to groups of up to 24 participants as the need is identified, or may be delivered to individuals as required.

 Delivery of accredited training in the areas of First Aid and Helicopter safety and escape may be delivered to small groups of up to 12 participants, or individually as the need is identified.

 Delivery of MAR20318 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) may be delivered to individuals as the need is identified.

Potential Suppliers must familiarise themselves with all contents of the attached Approach to Market documentation.

The Lead Customer will exclude a Response from further consideration if at any time before a Deed of Standing Offer is executed the Potential Supplier does not provide:

 

a Valid and Satisfactory Statement of Tax Record by the Closing Time, or a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time; and

       

for any Subcontractor that the Potential Supplier proposes to engage to deliver Goods or Services with an estimated value of over $4 million (GST inclusive), a Valid and Satisfactory Statement of Tax Record for that Subcontractor.

 

In any case, the Lead Customer will exclude a Response from further consideration unless the Potential Supplier has provided all required Valid and Satisfactory Statements of Tax Record no later than 4 business days from the Closing Time and before the award of any contract, whichever is earlier, refer https://www.ato.gov.au/Business/Bus/Statement-of-tax-record/ for more information.

 

 

 

The Lead Customer will <span">also exclude from participation any Potential Supplier that does not demonstrate compliance with:

 

c)    Project Delivery Strategy

d)    Demonstrated experience in effective facilitation

e)    The Potential Supplier must be physically fit to participate in and facilitate delivery of field activities on the fourth day on Magnetic Island of the RJFMP Foundation Program if submitting for this program.

f)     The Potential Supplier is not to employ Suncontractor for any component of the RJFMP Foundation Program if submitting for this program.

g)    The Supplier must maintain adequate insurance levels for the contract, and provide certificates of currency when reasonably requested by the lead Customer. While the minimum insurance levels acceptable in general are a) $20,000,000 Public Liability insurance and b) $10,000,000 Professional Indemnity insurance, it is the responsibility of the supplier to meet Insurance Industry standards and demonstrate that all appropriate Insurance cover is in place for this arrangement and to the levels and period of cover required, or can be acquired prior to committing to arrangements if the tender were to be awarded.
