Projects LAND 907 Phase 2 and LAND 8160 Phase 1 will deliver the future Heavy Armoured Capability Systems (HACS) comprising an upgraded Abrams Main Battle Tank, Abrams-based Combat Engineering Vehicles to provide under-armour bridging and obstacle breaching, and a Support System including the M88A2 Armoured Recovery Vehicle. The Abrams M1A1 Main Battle Tank upgrade to M1A2 will be achieved in alignment to the current United States’ Abrams M1A2 upgrade program. The Combat Engineering Vehicles will provide ‘under-armour’ capabilities which can be conducted by soldiers from inside the armoured vehicles:
- bridging, being a deployable and recoverable bridge that can support Main Battle Tanks
- obstacle breaching, such as mine clearance and wire/physical barrier removal
- engineering capability, via a manipulator arm and excavator attachment.

The Main Battle Tank and Combat Engineering Vehicles are based upon the Abrams M1 platform produced by General Dynamics Land Systems (GDLS) and the United States Government (USG). GDLS are the Abrams platform Prime Systems Integrator, with these platforms to be procured through the US Foreign Military Sales program.

To inform the Government approval process, Defence has issued a Request for Proposal (RFP) to General Dynamics Land Systems – Australia (GDLS–A) to provide Defence with certain information and analysis regarding the proposed HACS Support System. This includes undertaking an Industry Engagement Activity (IEA) to inform Defence of the opportunities for Australian Industry participation in the future HACS Support System. The IEA will be undertaken by GDLS–A and monitored and observed by Defence.

Potential Australian Industry suppliers who are interested in contributing to the future HACS Support System can find out more and register their interest through the ICN web portal at https://gateway.icn.org.au (enter 'Heavy Armoured Capability Systems'). This IEA will occur virtually in October 2020. Full details are available on the ICN web portal.

This notice is intended to provide an early indication of opportunities for Australian Industry to participate in the future HACS support system. Subject to approval by Government, there will be further opportunities for Australian Industry to register their interest in participating in future procurement or sustainment activities. Failure to participate in the current IEA will not prevent Australian Industry from participating in the future.

Should HACS obtain Gate 2 Government approval in late 2021, then a limited Request For Tender process will occur, including an additional IEA and further development of Australian Industry participation. There will be opportunities for Australian Industry to provide sustainment support from the planned HACS introduction into service in late 2024.
