The Department of Foreign Affairs and Trade (DFAT), through Protocol Branch (PRB), requires a supplier to provide appropriate contractor personnel to support the delivery of airport facilitation services.

The services will involve the provision of personnel to undertake meet and greet functions at Australian airports, including assisting eligible foreign dignitaries through arrival and departure processes, and providing on-the-ground logistical support in coordination with DFAT and relevant stakeholders.

Under the proposed service model, DFAT will retain responsibility for protocol policy, diplomatic liaison, and overall coordination of airport facilitation activities. The contracted personnel will deliver operational support at airports in accordance with DFAT direction.

Services will be required on a flexible, ad hoc basis across multiple Australian airports, including both international and domestic movements. The provider will be responsible for recruiting, maintaining, and administering a capable workforce, including associated payroll, insurances, and compliance obligations.

The procurement seeks to establish a contractual arrangement that ensures consistent, professional, and reliable facilitation services aligned with DFAT’s operational and diplomatic requirements.

The procurement will be conducted via an open approach to market through AusTender.

Tenderers must complete all Tender Response Forms as part of their submission.

The resulting contract is expected to commence in July 2026 (subject to approvals) and run for an initial period of up to 2 years with extension options.

All personnel engaged under the contract must meet DFAT security, WHS, and conduct requirements.

  • Tenderers must demonstrate the legal capacity to enter into a contract with the Commonwealth. 
  • Tenderers must have appropriate insurances, including workers compensation and public liability insurance. 
  • Tenderers must comply with all relevant Work Health and Safety (WHS) obligations. 
  • Tenderers must demonstrate capacity to provide personnel who can meet DFAT security and operational requirements. 
  • Tenderers must not be subject to any exclusion criteria under the Commonwealth Procurement Rules.

Services are expected to commence from July 2026, with delivery required on an ongoing, as-needed basis for the duration of the contract.
