Two Data Sharing Infrastructure Projects for Improved National Soil Carbon Measurement Capability.

The successful Tenderer for Project A will be required to develop a spatially explicit remote sensing and covariate data platform that:
(i) brings together multiple spatial data layers for predicting soil organic carbon stock using a single platform;
(ii) assembles the various data layers into a platform in a spatially consistent manner using a single platform; and
(iii) makes the platform publicly available for commercial use.
The successful tenderer for Project B will be required to develop a publicly accessible central processing hub that:
(i) enables automated submission and analysis of sensor data to generate soil organic carbon content prediction and its uncertainty to users;
(ii) includes a standardised soil spectral calibration library that covers a range of soil types and agricultural management practices;
(iii) provides a system for calibration transfer between spectrometers used for soil organic carbon predictions; and
(iv) provides users with options to contribute their data to the hub to improve confidence in predictions.
Both projects must include relevant stakeholder engagement activities including potential users and contributors to the data sharing infrastructure to ensure that the project designs are fit-for-purpose.
Tenderers must indicate in their response whether they propose to deliver either Project A or Project B, or both.
The Department is investing in the development of a data sharing infrastructure for improved national soil organic carbon measurement capability but not the maintenance of that infrastructure beyond the completion of the relevant Project. Tenderers must propose how the infrastructure and any services using that infrastructure developed under the projects would be maintained and continue to be accessible to users into the future.
The Tenderer and any subcontractors proposed in its Tender must not:
• be insolvent, bankrupt, in liquidation, or under administration or receivership as at the Closing Time.
• be named as non-compliant with the Workplace Gender Equality Act 2012 (Cth) by the Workplace Gender Equality Agency as at the Closing Time.
